1. Background and Justification
Purpose of the Position
To drive WHO office vehicles, transport head of office, high ranking officials and authorized personnel, assist with Customs and Immigration formalities, delivery and collection of mail, pouches, parcels, etc., and attend to clearance and related formalities of incoming/outgoing consignments, documents, and other items.
2. Job Description
Objective of the Programme and the immediate Strategic Objectives
The administrative unit manages the entire country office administrative service mechanisms, strengthening WHO’s operational capacity in promoting technical cooperation, stimulating interest and coordinating support towards health development, based on global and regional strategies and WHO guidelines.
Organizational context
The incumbent is a member of the administrative management team and is responsible for providing driving support to the WHO Representative and office. The incumbent works on the administration of the country’s workplan activities ensuring that they are in compliance with WHO specific procedures, practices, rules and regulations. The incumbent should maintain and improve a smooth flow of work in the country office, produce results on time, in collaboration with the WHO Representative, Administration Associate and other members of the country office, determine the work priorities in the country office. The incumbent is encouraged to follow up the relevant sections of the WHO eManual, WPRO Policies and Procedures Handbook and related administrative guidelines/instructions and information circulars from time to time. Work is reviewed on adhoc basis by the Programme and Administration Officer and WHO Representative for meeting expectations and overall quality.
Summary of Assigned duties
Under the guidance and supervision of Programme and Administration Officer, the incumbent performs the following functions:
1)Drives the office vehicles for the transport to WHO Representative and authorized WHO Personnel.
2)Meets official personnel at the airport and facilities immigration and custom formalities, as required. Undertakes timely delivery and collection of pouches, mails, documents or parcel; obtains customs clearance and related formalities with regard to incoming/outgoing/consignments of required. Support the supervisor any related custom formalities refers to initial assignment and completion of assignment of WHO Representative.
3)Responsible for day-to-day maintenance and cleanliness of the office vehicles. Makes minor repair services as well as ensuring the brakes, battery, tires, lights, windshield wipers, fire extinguisher, flags, vehicles first aid kit, vehicle tools and other safety equipment etc.
4)Keeps record, logs trips, daily mileage, gas consumption, oil changes; responsible to submit the monthly, quarterly, yearly vehicle petrol consumption and vehicle mileage using the required templates and reports and feedback to the supervisor regularly.
5)Keep driving license valid, confirms to traffic rules and regulations and meets all requirements for driving motor vehicles. Ensures that steps required by rules and regulations are taken in case of involvement in an accident.
6)Prepares list of essential items for field trip as well as completing the duty travel check-list; regularly works with radio communication equipment and GPS systems, monitors availability of all road maps; ensure safety of passengers during the field trips as well as report back to UNDSS.
7)Support other drivers to ensure the protocol wise and advise compliance with required rules and regulations.
8)Responsible and lead the fleet management record, log-book, annual maintenance quarterly, yearly service plan of the office vehicles.
9)Performs other duties as and when required.

Functional Knowledge and Skills
Must possess a valid driver’s license. Excellent and up-to-date knowledge of the local highway code and traffic regulations; an excellent knowledge of countryside roads and environs; knowledge of motor vehicle mechanics; ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.
Education Qualifications
Essential – Completion of secondary education.
Desirable – Completion of mechanical training is an asset. English language recognized training/or course at intermediate level.
Experience
Essential – At least 2 years of experience in similar duties, with a good driving record.
Desirable – Driving experience in WHO or in another international organization is desirable.
Use of Language Skills
Expert knowledge of English Language
Other Considerations
The work performed in a typically normal office environment. During field trips work is subject to weather conditions, lifting on moderate load, driving long hours, which could be physically demanding. No smoking.
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 12,126 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
