Qualifications

Objectives of the Programme:

 

The Immunization Preventable Disease Programme of WHO Nepal (WHO-IPD) has been providing continuous technical assistance to the Government of Nepal (GON) mainly in areas of vaccine preventable disease (VPD) surveillance and immunization including various supplementary immunization activities, for more than 25 years. WHO-IPD operates nationwide through 10 field offices managed by a central coordinating office. WHO-IPD has also provided technical assistance in informing immunization policy through operational research and has provided pivotal support to the National Immunization Programme (NIP) of Nepal in achieving polio free status and eliminating neonatal tetanus and in controlling measles, rubella, diphtheria, hepatitis-B, Rota virus, Japanese encephalitis and other VPDs. WHO-IPD has also provided technical support in introduction of new and underutilized vaccines such as rota virus vaccine and TCV. The government of Nepal also plans to introduce HPV Vaccine in routine immunization in the coming year.

 

 Measles and Rubella (MR) Elimination is the regional flagship program of WHO South-East Asia (SEA) Region. Recently the target date for MR elimination has been revised from 2023 to 2026 based on regional consultation of the WHO SEA Region. Nepal has demonstrated full commitment on MR elimination goal by 2026. NIP has been advocating with all levels of government and key stakeholders to accelerate MR elimination activities. As per MR Elimination Roadmap and to accelerate progress towards MR elimination, Nepal plans to conduct a nationwide MR campaign in early 2024. Differentiated strategies will be implemented in 24 high risk district (21 districts from Terai region and Kathmandu Valley) in recognition of immunity gaps and clusters of un and under-immunized children. The MR campaign will be complemented across the country by catch-up vaccination (multi-antigen campaign) with DTP-HepB-Hib, PCV and IPV (based on availability) to integrate un- and under-vaccinated children into the routine system and generate the demand for a full course of vaccines.

 

 

 

Description of Duties:

 

Under the direct supervision of the Surveillance Medical Officer (SMO) and/or Admin & Programme Associate overall supervision/guidance of the Medical Officer (MO-EPI)/WHO Representative to Nepal the incumbent performs a variety of duties including:

 

  1. Drive office vehicle safely and carry out all the related activities of Programme for Immunization Preventable Diseases (such as transportation of Lab specimens, vaccines, mails, documents and other items).
  2. Drive office vehicle throughout the country as required.
  3. Chauffeurs IPD staff and other personnel authorized by Programme for Immunization Preventable Diseases in areas of country as required by supervisors and IPD management.
  4. Perform day-to-day maintenance/preventive maintenance of the assigned vehicle, such as check oil, water, battery, brakes, tires, lubricants etc. performs minor repairs and ensures that the vehicle is always kept clean and roadworthy.
  5. Alert 1st level supervisor timely for any preventive maintenance that is needed to prevent on the road break down of vehicle.
  6. Maintains administrative control of the vehicle by ensuring that the logbook, fuel consumption book and vehicle control sheet are up to date all the time.
  7. Reports immediately to the supervisor and others as per WHO protocol any involvement in accident, damage or malfunctioning of the vehicle or loss of equipment
  8. Indemnity bond certificate should be signed and approved by SMO/Technical Unit prior giving ride to non-WHO personnel.
  9. Performs other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements.

 

Qualification: 

 

Education:

 

Essential:

 

  • Middle Level education (at least 8th standard);
  • Must hold a valid driving license for light motor vehicle (car, jeep, delivery van etc.)

 

Desirable:

 

  • Knowledge of first aid desirable basic methods to be able to assist in case of emergency
  • Formal Driver’s Certificate / Training from a recognized institution
  • Defensive driving training will be an advantage
  • Computer certificate / knowledge of MS office

 

 

 

Experience:

 

Essential:

 

  • 3 years’ work experience as a driver with demonstrated safe driving record.
  • Knowledge of driving rules and regulation and skills in minor vehicle repair and experience in driving in difficult and hilly terrain.

 

Desirable: 

 

  • Experience in driving a variety of makes and models of vehicles, including car, jeep, vans, minibus, and other kinds of motorized vehicles.
  • Work experience with UN agencies, international organizations, embassies, or other reputed organization would be an advantage.
  • Experience in defensive safe driving would be an asset.

 

 

Functional Knowledge and Skills

 

  • Must have a valid driving license
  • Must submit evidence of good eyesight (vison)
  • Sound knowledge of driving rules and regulations and security issues
  • Ability to assess vehicles for mechanical fitness and skills in minor repairs of vehicles
  • Knowledge of the topography of the duty station and the surrounding areas
  • Knowledge of chauffeur protocol and courtesies.
  • Ability to read and write instructions and maps.
  • Knowledge of safety standards and safety equipment first aid desirable.
  • Knowledge and ability to use HF and VHF radio, email, telephone, and other applications.
  • Ability to demonstrate a client-oriented approach, high sense of responsibility, courtesy and tact.
  • Must be a good team player
  • Technical expertise and overall attitude of work are also required competencies.

Essential: Medium knowledge of English and Expert knowledge for Nepali

 

 

 

 

REMUNERATION:

 

Monthly Salary: (Net of tax) NPR 57,246.00 at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA))

 

Grade: SSA Level 2

 

Duty Station: Any of WHO-IPD Field Offices (Outside Valley)
