LOCATION
Based in the Head Office, Mandaue, with regular field visits in the intervention areas (approximately 50% of the time).
DURATION
20 months, to be renewed according to performance and funds availability.
REPORTING TO
NGO Program Manager
COORDINATION
- With the NGO field teams of the branches, namely Branch Managers and Community Development Officers
- With the Disaster Risk Reduction / Participatory Community Vulnerability Assessment Consultant
- With the Intermediary Bodies / Marginalized Groups / Gender Consultant
- With the NGO Operations Manager
- With the Technical Adviser at the head-quarter of the organization in France
- With the support departments of the organization, namely the Finance & Admin, the Logistics, the Human Resources, the Monitoring & Evaluation and the Partnership & Communication
RESPONSIBILITIES
The responsibilities of the DRR&CD Project Manager are divided into 3 main components:
- Supervise the overall implementation of the pilot projects on the field
- Monitor the carry out of the activities by the 2 consultants in Mandaue and Cebu
- Replicate the pilot projects’ activities in 3 (or 4) other branches
The responsibilities of the Project Manager might evolve along the way, according to the evolution of the organization’s strategy and the possible development of new pilot projects to be designed and implemented.
ROLES AND TASKS (NON-EXHAUSTIVE)
- Supervision of the implementation
- Review the existing projects’ documentations
- Prepare additional documents if necessary
- Establish monitoring tools and habits
- Hold regular briefings / debriefings / meetings with the field team and the operational team
- Ensure the alignment between the expectations and the implementation
- Monitor the action plan and the budget allocated to the projects
- Request for support to line manager if any doubt
- Ensure a good coordination at all levels (operation, support, communities, local authorities)
- Attend regularly the activities, workshop, events, training sessions on the field
- Visit regularly the communities, local authorities such as Barangay and Municipality
- Ensure a smooth communication between all the stakeholders
2. Monitoring of the 2 consultants
- Review the consultants’ terms of reference and contracts
- Establish monitoring tools and habits
- Hold regular briefings / debriefings / meetings with the consultants
- Ensure a clear understanding of the consultants’ methodology by the teams
- Relay the information and instructions of the consultants to the team
- Prepare orientation sessions for the teams if necessary
- Attend all the activities and sessions conducted on the field by the consultants
- Review and comments the documents and reports established by the consultants
- Send the documents for approval to the line manager
3. Replication of the pilot projects
- Review and analyze the implementation of the pilot projects in Mandaue and Cebu
- Identify the successes and weaknesses of each project
- Establish a list of lessons learnt and recommendations for improvement in other branches
- Participate in the finalization of the methodology if necessary
- Debrief the respective project teams of Mandaue and Cebu
- Elaborate training tools and train the project teams in the other branches
- Conduct all the activities as per the pilot projects and the approved adjustments
4. Others
- Comply with all the rules and regulations of the organization
- Respect the deadlines and inform at the earliest in case of possible failure to comply
- Ensure a smooth communication with all the team members and the support departments
- Relay all the problems and issues to the line manager as soon as they appear
- Collect and share necessary data on regular basis for reporting purposes
- Write and share follow-up reports on events and activities on monthly basis
- Support the NGO Program Manager in writing specific reports if requested
Profile
APPLICANT PROFILE
- Education
- Advanced degree in Disaster Risk Reduction & Management, Urban Planning or another related field is highly preferred, OR
- Advanced degree in social sciences, social work, gender studies, international development / WASH / Rights Based approach / Community Empowerment or related fields, OR
- Advanced degree in Project Management
2. Training
- Any additional training on Disaster Risk Reduction & Management and in Community Development / Social Sciences / Social Work
3. Experience
- Previous experience in an international NGO will be appreciated
- Previous experience of at least 3 years in a local NGO
- Previous experience of at least 2 years in managing similarly-sized projects
- Previous experience working with urban poor communities and slum areas
4. Other skills:
- Excellent facilitation and communication skills
- Strong interpersonal skills
- Good written and verbal Cebuano and English language skills
- Ability to use participatory approaches and capacity-building techniques
- Ability to build strong relationships with stakeholders
- Strong analytical and report writing skills;
- General IT skills are appreciated
- Ability to listen to teams and bring forward recommendations tailored to the field needs
- Anticipation and self-organization capacities;
- Excellent collaborative skills with all the organization departments
