Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
Pillar 1: Stronger national level enabling environment for sub-national service delivery.
Pillar 2: Better sub-national governance for service delivery.
Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The SEPAKAT Communications Content Development Consultant will support the development and implementation of communication content for SEPAKAT by identifying key messages and translating data, evidence, and programme information into clear, accessible, and engaging content for various audiences.
The Consultant will be responsible for content planning, content writing, and the development of communication materials across multiple platforms. This includes preparing articles, social media content, key messages, and communication materials, as well as supporting the development of social media products such as flyers, carousels, infographics, and short-form videos.
The Consultant will also contribute to the planning and management of SEPAKAT’s social media channels, beginning with Instagram, including the preparation of content calendars, content themes, and audience engagement approaches to support communication objectives.
The Consultant will work closely with relevant units within Bappenas, including KJS, Sesdep PMKK, Humas, and SKALA to ensure communication products are aligned with institutional priorities, communication objectives, and target audiences.

About You
Specific Responsibilities
Under the direction of the Strategic Communications Lead, the Consultant will:
A. Content Development and Communication Materials
· Develop communication content that translates SEPAKAT data, evidence, and programme information into clear, accessible, and engaging materials for various audiences.
· Prepare written content and communication products, including website articles, social media content, key messages, fact sheets, success stories, case studies, and other communication materials related to SEPAKAT.
· Support the development of social media products and digital communication materials, including flyers, carousels, infographics, short-form videos, scripts, storyboards, and content concepts.
· Identify and document examples of SEPAKAT utilisation at national and subnational levels to support knowledge sharing and wider adoption of the platform.
B. Social Media Planning and Management
· Develop and implement the SEPAKAT Social Media Action Plan, initially focusing on Instagram, including content objectives, target audiences, content pillars, content calendar, and engagement approaches.
· Plan, draft, coordinate, and manage content for SEPAKAT social media channels, ensuring consistency of messaging, branding, and publication schedules.
· Monitor social media performance and audience engagement, and provide recommendations to improve content effectiveness and reach.
· Provide day-to-day support for social media administration, including content scheduling, coordination of approvals, and community engagement where required.
C. Stakeholder Coordination and Content Dissemination
· Work closely with relevant units within Bappenas, including Humas and KJS, to ensure communication products are aligned with institutional priorities and communication objectives.
· Coordinate with Bappenas Humas to support the dissemination of SEPAKAT content through relevant Bappenas communication channels and public-facing activities.
· Support collaboration with ministries, local governments, development partners, and other stakeholders to promote SEPAKAT through communication activities, events, and digital platforms.
· Ensure communication products are developed using approved data and information sources and are consistent with applicable quality assurance and communication protocols.

Other Duties
· Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
· Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
· Demonstrate an understanding of and sensitivity to Gender Equality, Disability and Social Inclusion (GEDSI) principles, ensuring that content reflects inclusive perspectives and promotes equitable representation.
· Comply with Bappenas branding guidelines.
Job Requirements
· Work environment involves only occasional exposure to routine workplace demands and limited physical exertion.
· Work may require flexible working hours from time to time to meet project deadlines and support communication activities. Occasional travel may be required, subject to project needs.
Deliverables
Monthly Social Media Content Plan and Editorial Calendar
· Monthly content plan and editorial calendar for SEPAKAT social media channels, including content themes, key messages, proposed captions, visual concepts, and publication schedule.
Communication Content and Written Materials
· A minimum of 4–6 communication products per month, which may include social media content, website articles, success stories, case studies, key messages, feature stories, scripts, or other written communication materials as required.
Social Media and Multimedia Content Products
· Development and coordination of a minimum of 4–6 social media content products per month, such as flyers, carousels, infographics, short-form videos, or other digital communication materials.
Communication Support for SEPAKAT Promotion and Dissemination
· Communication materials and content support for SEPAKAT-related events, dissemination activities, campaigns, product launches, or stakeholder engagement activities, as required.
Monthly Progress Report
· A monthly report summarising completed activities, communication products developed, content published, audience engagement insights, and recommendations for upcoming communication activities. The reporting period will be agreed upon and finalised once the Consultant is onboarded, taking into account the contract commencement date and implementation period.
Relationship Management
1.1 The consultant will work closely with the Strategic Communications Team and key stakeholders of SEPAKAT, including Bappenas and SDI, and will report to the Strategic Communications Lead.
Selection Criteria
Essential
· Minimum of 5 years of relevant professional experience in communications, content development, journalism, public relations, graphic design, or related fields, preferably within development programs, government initiatives, or public sector projects.
· Demonstrated experience in developing and producing communication content for digital platforms, including social media content, campaign materials, event communications, awareness-raising content, and other communication products in various formats.
· Experience in developing content plans and communication materials for different audiences, including government stakeholders, development partners, and the general public.
· Experience in managing or supporting social media channels, including content planning, content calendar development, and coordination of content publication.
· Strong writing and editing skills in Bahasa Indonesia, with the ability to translate technical information, data, and policy-related content into clear and accessible social media materials. Proficiency in English is desirable.
Preferred
· Experience working in government, development programs, or donor-funded projects.
· Familiarity with governance, public policy, poverty reduction, social protection, data systems, digital government, or social inclusion issues.
· Experience supporting communication activities related to public sector reform, development planning, or data-driven decision-making initiatives.
· Familiarity with Indonesia’s national and subnational government context is an advantage.
