Deputy Director Financing and Delivery
Program Background
KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.
KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):
Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.
Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.
The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport.
KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role
The Deputy Director Financing and Delivery (DD F&D) is a senior executive position responsible for KINETIK’s Financing and Delivery pillar, encompassing infrastructure, climate-resilient development, and investment mobilisation. The role provides strategic portfolio-wide leadership across the F&D pillar, ensuring effective delivery of climate-resilient investments and mobilisation of climate-aligned financing across the full KINETIK partnership. The role is accountable for ensuring that KINETIK delivers a credible, investment-oriented portfolio that translates policy ambition into financed and implementable outcomes
The role is accountable for setting the strategic direction and performance of KINETIK’s Financing and Delivery pillar, ensuring that priority infrastructure and climate opportunities progress from early-stage identification through to financing and implementation. This includes overseeing the development of a coherent pipeline aligned with Government of Indonesia priorities, DFAT objectives, and KINETIK’s EOPOs, and ensuring that infrastructure, climate, and financing elements are effectively sequenced end-to-end.
Financing within KINETIK refers to translating climate and infrastructure opportunities into investible and implementable outcomes. KINETIK will do this in two ways. First, through supporting priority GoI climate and infrastructure projects through project preparation, investment readiness, financial and commercial structuring, mobilisation of capital and development of innovative financing approaches through government, development finance and private sector partners. Second, through private sector development based approaches, working to build Indonesia’s innovative financing ecosystem and capital markets to crowd in additional financing for Indonesia’s climate and infrastructure priorities.
The Deputy Director Financing and Delivery provides portfolio-level leadership across this function, including setting priorities, allocating resources, and monitoring performance. Technical execution of financing and transactions activities is led by the Head of Financing and Transactions, while sector delivery is led by the Head of Climate Resilient Development.
This role is prioritised for a suitably qualified Indonesian and international candidates with strong public and/or private finance credentials and established networks with Indonesian government and financial institutions. Candidates with demonstrated senior leadership experience in infrastructure, climate finance, or development finance are strongly encouraged to apply.
As a member of the Executive Leadership Team (ELT), the DD F&D contributes to strategic decision-making and program governance. The role coordinates with the Deputy Director Policy, Partnerships, and Inclusion (PPI) to ensure end-to-end coherence across sector engagement, from policy and regulatory reform through to financing and delivery, and leads engagement with DFAT on Financing and Delivery matters.
The DD F&D enables sector Leads (covering Renewable Energy, Sustainable Transport and Urban Connectivity, as well as Water, Sanitation and Solid Waste) to engage across KINETIK on policy, partnerships, and inclusion relevant to their sectors, and orchestrates cross-pillar sequencing where required.
KINETIK senior leadership roles are currently being recruited concurrently. DT Global will consider candidates across aligned technical and management profiles, with final role configuration and responsibilities calibrated to ensure the strongest overall leadership team composition across the Financing and Delivery, Climate Resilient Development, and Financing and Transactions functions.

About You
Essential Experience and Knowledge
Postgraduate qualification in engineering, finance, economics, environmental science, or a related field.
Minimum 15 years of experience in infrastructure, climate finance, or development finance, including significant experience at senior leadership level on large, complex programs or within government/financial institutions.
Extensive senior-level experience in infrastructure financing, investment mobilisation, transaction advisory, innovative financing, blended finance and/or sustainable finance, including engagement with government, development finance institutions, commercial financiers or institutional investors.
Strong track record of engaging with government, development finance institutions, and private sector investors at senior levels.
Experience with DFAT-funded programs or similar donor-funded development initiatives.
Strong understanding of Indonesian infrastructure and financing contexts.
Excellent communication, negotiation, and representational skills.
Desirable
Indonesian national with established networks within GOI infrastructure and finance agencies.
Experience with innovative finance approaches, sustainable finance instruments, or capital markets development.
Experience integrating GEDSI considerations into infrastructure or financing activities.
Indonesian language skills (for international applicants).
