CORE COMPETENCIES AND EXPERIENCE

The expert should have at least 6 years of progressively responsible experience in development finance, blended finance, infrastructure project structuring, and private sector mobilization, ideally including prior engagement with EU instruments such as EFSD+ or comparable development finance frameworks.

Experience working with or advising development finance institutions (DFIs) such as EBRD, EIB, IFC, AfDB, or bilateral agencies is highly desirable.

Experience in infrastructure or industrial project development, structuring/advisory and/or financing (investment or credit appraisal) or financial modelling is highly desirable.

Experience in broadband/fiber optic project management, advisory or financial modelling is highly valuable

KEY AREAS OF EXPERTISE:

1. Development Finance

◦ Deep understanding of international development finance mechanisms, including EFSD+, NDICI-Global Europe, and other EU external investment tools.

◦ Hands-on experience with blended finance instruments: guarantees, concessional capital, investment grants, and technical assistance.

2. Private Sector Mobilization

◦ Demonstrated ability to structure investments that crowd in private capital in frontier or underserved markets.

◦ Familiarity with de-risking strategies and alignment of investor incentives in public-private investment models.

3. Infrastructure Financing

◦ Proven track record in financing large-scale infrastructure projects, particularly in digital, energy, transport, or green sectors.

◦ Experience in PPP models, SPV structuring and project finance structuring, including financial viability analysis (CAPEX/OPEX, revenue models, risk-sharing).

◦ Strong capacity to assess project bankability and guide pre-feasibility and early-stage investment planning.

4. Project and Investment Structuring

◦ Proficiency in financial modelling tools (e.g., IRR, NPV, DCF, VALUATION).

◦ Ability to develop and evaluate investment cases that meet both commercial standards and development outcomes.

5. Policy and Institutional Engagement

◦ Experience coordinating with public stakeholders, regional economic communities (RECs), and donor agencies on infrastructure and private sector development.

◦ Working knowledge of Team Europe approaches, AU digital and infrastructure strategies, and regulatory landscapes in emerging markets.

6. Strategic Advisory & Cross-Sector Coordination

◦ Strong advisory skills in supporting government and REC-level investment initiatives.
