Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

· Pillar 1: Stronger national level enabling environment for sub-national service delivery.

· Pillar 2: Better sub-national governance for service delivery.

· Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role

The Full Stack Developer Intern will work under the supervision of the SKALA Data & Analytics Lead and will gain practical learning experience by supporting technical activities related to government data systems and system integration initiatives. The intern will be integrated into SKALA Data & Analytics (DNA) teams and will have the opportunity to work on a real case study of GoI Data System programs that directly impact GoI stakeholders’ policy and decision-making.

The Full Stack Developer Intern will have the opportunity to work with diverse systems across multiple Government of Indonesia (GoI) ministries and institutions, learning how to integrate them and understanding the challenges of making systems interoperable.

All tasks will be undertaken under supervision and aligned with the intern’s learning objectives. The intern is not expected to lead development activities or make independent technical or architectural decisions.

About You

Specific Responsibilities

· Support the development and documentation of business processes, data models, system architecture, and system integrations.

· Support development and integration activities of SKALA-supported applications for government counterparts, including integrations with SIPPP, SIKD, and SIPD RI.

· Support documentation and implementation activities related to integration design for the Portal Data Daerah and the Village Information System in Papua Raya.

· Support the development of integrations for the Data & Analytics Platform.

· Help enhance the implementation of a Secure Software Development Life Cycle (SSDLC) in a government context.

· Collaborate with the SKALA Data Analytics team and other relevant stakeholders throughout development projects.

· Support the preparation of technical documentation for system development and end-user manuals.

Other Duties

· Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.

· Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

· Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.

· Work may require long, and flexible hours as needed. Travel is based on need.

Learning Objectives

· Gain practical exposure to designing and supporting system integrations within government data systems, including SIPPP, SIKD, and SIPD RI.

· Learn how business processes, data models, and system architectures are developed and documented in a government and development program context.

· Develop foundational skills in supporting application development and system interoperability for platforms such as regional data portals and village information systems.

· Gain hands-on experience in applying secure software development practices, including exposure to Secure Software Development Life Cycle (SSDLC) principles.

· Learn to collaborate effectively within a multidisciplinary technical team and with government counterparts under supervision.

· Strengthen skills in preparing technical documentation, including system descriptions and basic user or developer documentation.

Relationship Management

The intern will work under the supervision of the Data and Analytics Lead and in close coordination with the Data and Analytics unit. Engagement with government counterparts will be undertaken under guidance and for learning and support purposes.

Selection Criteria

Essential

· Final-year undergraduate students or recent graduates in Computer Science, Informatics, Software Engineering, Electrical Engineering, or other closely related fields.

· Demonstrated interest in software development, system integration, or data platforms, particularly in a public sector or development context.

· Basic knowledge of relational databases and SQL (e.g. MySQL or PostgreSQL).

· Basic familiarity with at least one programming language such as PHP, Python, Golang, or JavaScript.

· Basic understanding of software development workflows, including version control and deployment concepts (e.g. Git, CI/CD).

· Willingness to learn and apply secure software development practices under supervision.

· Ability to work collaboratively in a team environment and communicate technical ideas clearly.

· Excellent attention to detail and good communication and presentation skills.

Preferred

· Basic awareness of cloud platforms (e.g. AWS or Google Cloud Platform).

· Basic knowledge and experience with AI Agents like Claude Sonnet and GPT

· Familiarity with containerisation or automation tools (e.g. Docker, GitHub Actions).

· Ability to communicate in English (written and/or spoken) is an advantage.
