Program Background
KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.
KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):
Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.
Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.
The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport.
KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role
The Head of Innovative Financing and Transactions is a senior leadership position responsible for leading KINETIK’s blended finance, innovative finance, and investment mobilisation portfolio. The role leads the operationalisation of KINETIK’s Innovative Financing and Funding (IFF) Strategy, mobilising investment for climate-aligned investments and sustainable infrastructure through blended finance and other innovative financing approaches, investment platforms, capital mobilisation initiatives, market development activities, and strategic financing partnerships.
The role provides technical leadership across financing and investment mobilisation activities, including innovative financing design, capital markets engagement, investment readiness, transaction structuring, investor engagement, and development of scalable financing pathways. This may include, for example, blended finance facilities, climate and impact investment vehicles, capital market instruments, financing solutions for SMEs and subnational investments, and selected support to sustainable infrastructure and transactions where relevant. This includes leadership with GOI counterparts to champion approaches for crowding in finance for Indonesia’s climate and infrastructure priorities and leading a portfolio-wide approach to Australia’s IFF offering through KINETIK with key program partners.
The role is responsible for the implementation and operationalisation of KINETIK’s Innovative Financing and Funding (IFF) Strategy, which will inform KINETIK’s approaches in seeking to catalyse investment in inclusive green growth by responding to innovative, sustainable and climate finance opportunities The IFF Strategy also supports the development of market-facing advisory approaches that strengthen connections between investment opportunities and sources of capital, including through engagement with financial intermediaries, institutional investors, and the Emerging Markets Advisory Partner (EMAP).
Financing within KINETIK refers to translating climate and infrastructure opportunities into investible and implementable outcomes. KINETIK will do this in two ways. First, through supporting priority GoI climate and infrastructure projects through project preparation, investment readiness, financial and commercial structuring, mobilisation of capital and development of innovative financing approaches through government, development finance and private sector partners. Second, through private sector development based approaches, working to build Indonesia’s innovative financing ecosystem and capital markets to crowd in additional financing for Indonesia’s climate and infrastructure priorities. Portfolio direction and prioritisation are set by the Deputy Director Financing and Delivery, with the Head responsible for execution within this framework.
The Head of Innovative Financing and Transactions will coordinate with the Head of Policy and Partnerships on enabling environment and regulatory reform needed to unlock financing. The role enables financing Leads to engage across pillars on investment readiness and transaction development, ensuring end-to-end coherence across the program”s sector engagement.
KINETIK senior leadership roles are currently being recruited concurrently. DT Global will consider candidates across aligned technical and management profiles, with final role configuration and responsibilities calibrated to ensure the strongest overall leadership team composition across the Financing and Delivery, Climate Resilient Infrastructure, and Innovative Financing and Transactions functions.
The role leads day-to-day engagement with financiers and investors on transaction development and structuring, while supporting senior-level engagement led by the Deputy Director Financing and Delivery.

About You
Essential Experience and Knowledge
Postgraduate qualification in finance, economics, public policy, or a related field.
Minimum 12 years of experience in development finance, blended finance, climate finance, innovative finance, investment mobilisation, impact investment, or sustainable finance, including experience at senior leadership level in implementing or operationalising financing initiatives, platforms, facilities, or transactions.
Strong track record of engaging with Development Finance Institutions (DFIs), Multilateral Development Banks (MDBs), philanthropic and impact investors, institutional investors, financial intermediaries on blended finance, innovative finance, climate finance, or investment mobilisation initiatives and transactions.
Demonstrated experience in strategic leadership of financing portfolios within development programs.
Experience with investment readiness and transaction advisory.
Experience with DFAT-funded programs or similar donor-funded development initiatives.
Strong understanding of blended finance, climate finance, catalytic and innovative financing approaches, investment mobilisation, and sustainable infrastructure and climate-aligned investment markets.
Desirable
Experience in engaging with Australia’s blended finance modalities
Experience in infrastructure financing and sustainable infrastructure investment
Experience with project preparation facilities
Experience working in Indonesia or similar contexts.
Experience with Indonesian government financing systems and institutions.
Experience with inclusive financing mechanisms for women-led or disability-led enterprises.
Indonesian language skills (for international applicants).
