Australia – Solomon Islands Program Support (ASIPS) Facility
The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Australia Solomon Islands Program Support (ASIPS+). ASIPS provides logistical, operational, and administrative support to Australia’s policy priorities and development program delivery in Solomon Islands.
ASIPS+ works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administration in Honiara. The in-country ASIPS Facility Support Unit (FSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands. The range of support includes, but is not limited to:
· Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs.
· Provision of support services (including logistics and security management) for Australian Government’s employees and technical advisers; and
· Strategic advice, management, and reporting, including program management (education), infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.
· The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation, and localisation throughout program delivery.
Background
Through our support to the Commonwealth Climate Finance Access Hub (2022 to 2024), Australia has been providing assistance to enhance Solomon Islands’ ability to access climate finance by strengthening institutional mechanisms and modalities to seek, receive and utilise international climate finance for achievement of national climate action targets. This support has included a Commonwealth National Climate Finance Adviser, who has been working closely with the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM) and the Ministry of Finance and Treasury (MOFT) to improve Solomon Islands’ access to climate finance.
At the request of the Solomon Islands Government, Australia has agreed to support this role for a further 18 months to ensure Solomon Islands can continue to build on progress to date, including project development, capacity building and Institutional strengthening.

The Role
The role of the Senior Climate Finance Adviser is primarily to provide strategic and technical guidance to MECDM and the Solomon Islands Government to increase Solomon Islands’ access to climate finance, including from global funds. The role will also, where necessary, strengthen and support the establishment of effective institutional mechanisms and modalities for the holistic seeking, receiving and impactful utilisation of diverse international climate finance.
The Climate Finance Adviser will focus on enhancing the skills and expertise of staff across MECDM, MOFT and other relevant Ministries, Departments and Agencies fostering the mainstreaming of climate change into national development plans, financial policies and strategies, and building capacity for the entire project development and submission cycle.
A key aspect of this role involves preparing climate finance funding project concepts and proposals, supporting the strengthening of fiduciary safeguards, operational policies, and guidelines (including gender considerations), and robust project management techniques and principles to optimise the absorption and effective use of climate finance.

About You
You will need to have the following:
· Tertiary qualification/s in Climate Change, International Development, Social/Political Science or relevant and/or related discipline or equivalent work experience.
· Minimum of 10 years demonstrated experience in experience in climate change adaptation, financial management, community adaptation, national climate action planning, and private sector investment.
· High level of initiative, flexibility and judgement, and excellent problem-solving capabilities
· High level of interpersonal, and communication skills.
· High level stakeholder consultation and government representation.
· Demonstrated ability to share knowledge, build relationships, mentor, and coach relevant staff to develop skills appropriate for the international development context.
· Experience working on international development programs in Solomon Islands or in the Melanesian/Pacific Islands context, demonstrating cross cultural skills.
Remuneration
Commensurate to the technical knowledge and years of relevant experience and in accordance with the DT Global and ASIPS+ remuneration framework.
