Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The National Strategy for Corruption Prevention (Strategi Nasional Pencegahan Korupsi – Stranas PK) is Indonesia’s national policy framework for corruption prevention, established under Presidential Regulation No. 54 of 2018. It serves as a key reference for ministries, agencies, regional governments, and other stakeholders in implementing preventive anti-corruption measures.

The Stranas PK is coordinated by a National Team consisting of five core institutions:

  • Corruption Eradication Commission (KPK)
  • Ministry of Home Affairs (Kemendagri)
  • Ministry of Administrative and Bureaucratic Reform (KemenPANRB)
  • Ministry of National Development Planning (Bappenas)
  • Executive Office of the President (KSP)

The National Secretariat, hosted by KPK, is responsible for coordinating implementation through biennial Action Plans. As the current cycle (2025–2026) concludes, the Secretariat is preparing the next Corruption Prevention Action Plan for 2027–2028.

The Action Plan focuses on three key areas:

  1. Licensing and Trade Governance
  2. State Finance
  3. Law Enforcement and Bureaucratic Reform

The Role
The Junior Researcher will provide research and technical support for the development of the Stranas PK Corruption Prevention Action Plan 2027–2028. The role is intended to support evidence gathering, policy research, stakeholder consultation processes, and documentation required for the formulation of strategic corruption prevention actions.

Key objectives include:

  • Supporting policy research and evidence gathering across the three Stranas PK focus areas;
  • Supporting data collection, policy mapping, and compilation of stakeholder inputs relevant to corruption prevention priorities;
  • Assisting the Team Leader and Senior Researcher in preparing analytical materials, consultation outputs, and supporting documentation;
  • Contributing to the development of evidence-based corruption prevention actions through research and technical support activities.

About You

Roles and Responsibilities

The Junior Researcher will work under the direction of the Team Leader and in close collaboration with the National Secretariat of Stranas PK and relevant stakeholders.

The role includes:

  • Conducting desk reviews, literature reviews, and background research related to corruption prevention priorities;
  • Supporting policy mapping, data collection, and compilation of supporting evidence;
  • Assisting in the consolidation of policy proposals, stakeholder inputs, and relevant reference materials;
  • Supporting preparation of analytical papers, briefing notes, presentation materials, and background documents;
  • Supporting stakeholder consultations and coordination meetings involving ministries/agencies, academia, CSOs, and other relevant actors;
  • Preparing meeting notes, consultation summaries, and documentation of discussions;
  • Assisting in the drafting and refinement of technical documents supporting the Stranas PK Corruption Prevention Action Plan 2027–2028;
  • Supporting the development of the eight-column action logframe through data gathering and documentation support;
  • Maintaining organized records of project documents, references, and supporting materials;
  • Performing other relevant tasks assigned by the Team Leader, Senior Researcher, or National Secretariat.

Expected Outcomes

The assignment is expected to contribute to the following outcomes:

  1. A strengthened and strategically aligned Stranas PK Action Plan 2027–2028 that supports governance reform and public sector accountability.
  2. Improved coherence and coordination of corruption prevention interventions across government institutions, particularly in licensing and trade governance, state finance, and law enforcement and bureaucratic reform.
  3. Enhanced integration of evidence-based policy inputs, stakeholder perspectives, and international best practices into national anti-corruption planning.
  4. Improved implementation readiness of the Action Plan through clearer program logic, measurable indicators, institutional ownership, and budget alignment.
  5. Stronger contribution of Stranas PK to governance reform efforts and Indonesia’s Corruption Perceptions Index (CPI) improvement trajectory.

Deliverables

The Junior Researcher will be responsible for supporting the development of the Stranas PK Corruption Prevention Action Plan 2027–2028 through the completion of the following deliverables:

  1. Inception Deliverable, including methodology clarification, workplan, and alignment of expectations with AIPJ3 and the National Secretariat of Stranas PK.
  2. Interim Deliverable, including program mapping, issue diagnostics, stakeholder consultations, and draft strategic action plans across the three Stranas PK focus areas.
  3. Final Deliverable, including the finalized eight-column action logframe and technical inputs for the Final Draft of the Stranas PK Corruption Prevention Action Plan 2027–2028.

All deliverables shall be submitted in forms and formats acceptable to AIPJ3 and the National Secretariat of Stranas PK. Payment will be made in three instalments based on the satisfactory completion and approval of each deliverable.

Selection Criteria

Essential Experience and Knowledge

  • University degree (bachelor”s degree or equivalent) in law, political science, economics, social sciences, governance, or related field;
  • Minimum 3 years of relevant professional experience in governance, public policy, research, or corruption prevention;
  • Good understanding of Indonesia”s governance and public policy environment;
  • Experience in research, data collection, policy review, or analytical support;
  • Demonstrated experience working with government institutions, academia, civil society organizations, or development programs;
  • Strong analytical, writing, documentation, and communication skills.

Desirable

  • Familiarity with Stranas PK and Indonesia”s anti-corruption policy framework;
  • Experience supporting policy research, governance reform, or anti-corruption initiatives;
  • Familiarity with qualitative and quantitative research methods.
  • Prior experience working with or closely supporting an anti-corruption commission (e.g., KPK or equivalent)
  • Experience in national-level policy planning or development strategy formulation
  • Familiarity with OECD anti-corruption frameworks or international best practices
