Context/Reporting line:
Under the general guidance of the Head, Transition and Recovery Division, the overall supervision of the Project Coordinator (Durable Solutions), the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of the National Liaison Officer, the incumbent will perform the following duties.
Core Functions / Responsibilities
Field Liaison
The successful candidate will be the principal interlocutor for liaising with the JCMC, Ninewa Local authorities, Ninewa MoMD and provide support to the durable solutions coordination (DSTWG and RWG) team for Ninewa Governorate.
- Assist the Ninewa National Liaison Officer to coordinate with the government counterparts, especially JCMC and MoMD on durable solutions matters.
- Support effective information sharing between the Durable Solutions Coordination team and JCMC, MoMD, other local authorities on durable solutions matters.
- Provide support to advocacy efforts and messaging, and alert on issues related to durable solutions and obtain input from local authorities and displacement affected communities.
- Assist to collect, analyze and utilize data and feedback to identify opportunities to improve the relationship with Ninewa MoMD, JCMC and other relevant partners.
- Assist the Ninewa National Liaison Officer to provide liaison support to coordination groups in Ninewa and surrounding locations.
- Engage closely with the Durables Solutions Technical Working Group (DSTWG), the Returns Working Group and other various coordination mechanisms when needed to ensure two-way information sharing.
- Stay abreast of the changing socio-political dynamic in areas of return and provide feedback to the National Liaison officer and respective colleagues.
- Perform administrative duties including notes for files, situation briefs, monthly reports, and minutes to allow for monitoring of progress in the field.
IOM Operations Liaison
- Assist the IOM Policy and Liaison Officer in coordinating with the government counterparts, especially JCMC, Ninewa MoMD and the IOM durable solutions programme units.
- Support effective information sharing between IOM, JCMC, Ninewa MoMD and local authorities.
- Contribute to IOM Durable Solutions Programmatic assessments and needs through information, context analysis and information from Government counterparts.
- Support the IOM durable solutions and TRD teams in coordinating programme initiatives on durable solutions with local government and community leaders.
- In coordination with the IOM Policy and Liaison Officer, contribute to prepare briefing materials, background information and official correspondence to the government.
- Perform other duties required by the Durable Solutions Coordinator, the Policy and Liaison Officer, and other senior managers in the reporting line for this position.
Education:
- Bachelor’s degree in social science, Social Work, or any related field from an accredited academic
university or institute.
Experience and Skills:
- At least 3 years of relevant work experience.
- Experience working on displacement-related issues and durable solutions at the field level.
- Strong computer background including experience with relational database and Microsoft applications such as Excel, PowerPoint, Word, Outlook, and MS Teams.
- Experience with coordination work with different sectors including humanitarian, development, and
peacebuilding.
- Support adequate levels of information sharing between internal units, partners, IOM, and other
emergency response actors.
Languages:
- Fluency in English, and Arabic is required.
