Since 2018, UNDP Tajikistan, with the support of the Ministry of Foreign Affairs of Finland (MFAF), has supported the Supreme Court of the Republic of Tajikistan to strengthen its capacity to improve access to justice, maintain rule of law and protect people’s rights by building sustainable systems for protecting rights. Under the project “Strengthening Rule of Law and Human Rights to Empower People in Tajikistan, Phase III” (ROL), UNDP is committing to supporting the Supreme Court in strengthening access to information and internal processes within the judiciary, including through greater utilization of e-justice and other digital solutions.

Under the ROL project, since early 2023 and until the end of the ROL project in November 2025, UNDP will support the development of a pilot E-Justice system in the country which involves at a minimum the digitization of the civil case management system for a select type(s) of case(s). 

The Supreme Court has an established Working Group for the E-Justice project and identified a single courthouse, the Rudaki District Court, where the pilot prototype will be implemented. UNDP already delivered basic IT equipment including laptops and printers and outfitted the courthouse with some networking necessary for the internal intranet.  The courthouse lacks an internet connection at this time. 

In 2023 the E-Justice initiative also engaged a national consultant to support mapping of the judicial business process plan for the pilot project based on current laws and relevant regulations. The ROL project also retained an international consultant to assess the needs of the Supreme Court, review the capacity of the selected pilot court and provide a basic map leading to the design, implementation and testing of a case management system that is informed by known best practices in E-Justice, in particular those resulting from UNDP’s global experience in E-Justice.   

Duties and Responsibilities

Under the direct supervision of the Project Manager of the Rule of Law Project, and in close collaboration with the Project team including the international E-Justice consultant and the national E-Justice advisor, the E-Justice Coordinator shall perform the following duties.
Support the design, development, implementation and monitoring of the prototype for the pilot case management system in Rudaki District Court:
  • Coordinate and manage the proposals and iterations of Protype design;
  • Guide the project team members and supervise consultants and contractors to identify the best technology options for the Project;
  • Ensure that the technological needs of the Supreme Court is properly incorporated in the plan, design and implementation of the prototype;
  • Ensure Prototype design and implementation utilizes human-rights based principles and enhance transparency, gender equality and accessibility;
  • Develop a plan for technology solutions in terms of cost, time, quality, risk, benefit and scope;
  • Coordinate with all stakeholders for service implementation and result creation.
  • Ensure the scalability, interoperability and security of the technology solutions;
  • Manage integration among existing Supreme Court systems;
  • Guide development team to ensure the scalability, interoperability and security of the Prototype;
  • Maintain  relations with civil society organizations active in judicial monitoring and rule of law work for consultations on prototype design;
  • Monitor and manage all consultants and vendors’ activities regarding systems analysis, design, development, deployment and maintenance; and
  • Provide technological guidance to team members in critical decision making and best practices.
  • Support development of recommendations for the scaling up of any prototype.
Support capacity development of Supreme Court E-Justice Working Group and ICT focal points as well as by collaborating with ICT industries to ensuring proper function of the E-Justice prototype:
  • Guide Supreme Court E-Justice Working Group and ICT focal points to increase their capacity to utilize people-centered E-Justice solution;
  • Starting with an assessment of needs, prepare and deliver trainings to Rudaki court staff and Supreme Court on computer literacy and digital skills necessary for implementation of the prototype case management system, and
  • Manage continuous support for ensuring proper function of the E-Justice prototype by coaching Supreme Court ICT focal points.

Support the Rule of Law Team in delivering Programme results:

  • Provide substantive programmatic support to the ROL Project Manager in planning and implementing activities in accordance with the project document especially as they related to technological solutions;
  • Support all the Projects in the Rule of Law Portfolio at UNDP Tajikistan as requested by the Project Manager and especially in regards to technological solutions;
  • Preparing Terms of Reference (TORs) for consultants, experts and service providers and support in selection, recruitment and development of mission programmes of international and local experts, as required according to UNDP rules and regulations;
  • Compile and analyze information in the subject areas of programme assistance to national partners, contribute to drafting programme documents and work plans and prepare tables and statistical data as required;
  • Collect, classify, summarize and evaluate data and information, carry out technical review of programme documents (proposals, activity plans, financial forecasts);
  • Maintain regular productive working relations with state agencies and CSOs active in rule of law and access to justice;
  • Explore and advise to the Rule of Law Initiative on the development and implementation of innovative justice related initiatives;
  • Support the preparation of Project Reports according to the requirements of the donor, government and UNDP; and
  • Contribute to the preparation of visibility materials, publications, press releases for dissemination of UNDP assistance and experience.

Required Skills and Experience
Education:
  • Master’s degree (or equivalent) in business administration and management, computer science, IT solutions and administration, law, economics or related areas.
  • Bachelor’s degree in the areas mentioned above in combination with 2 years of qualifying experience will be given due consideration in lieu of the Master’s degree.
Experience:
  • Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor´s degree) of proven professional experience in provision of technical advice in the area of digitalized service provision, IT administration and solutions.

Required Skills:

  • Proven ICT skills with proficiency with office software packages, experience in handling web-based management and knowledge management.
  • Expertise in records management, analyzing data.

Desired Skills:

  • At least three years of experience in IT in system design, software engineering or software development.
  • Previous experience in the area of service provision through development of an IT component or product.
  • Previous experience in working on digitalization of government services or development of IT solutions or products for government.
  • Experience in complete project cycle of IT solutions including design, implementation, improvement and scaling up.
  • Experience in designing IT products that produce data for future action, development of future business models or policies.

Languages:

  • Fluency in Russian and Tajik (written and spoken) is required.
  • Conversational fluency in English is required.

Institutional Arrangement

The E-Justice Coordinator under the direct supervision of the Rule of Law Project Manager and overall guidance of UNDP Programme Specialist, Governance, Rule of law and Human Rights, is responsible for the implementation of all activities related to E-Justice. The E-Justice Coordinator is expected to support the work of the Rule of Law Initiative, in particular in regard to technological solutions.  The Coordinator will work in close partnership with the Capacity Development Officer, the Legal and Policy Officer and Project Associate in the Rule of Law Project and will supervise consultants and interns working at the Initiative as requested by the Project Manager.
