The South Asia Region comprises eight countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) that range in size from India (with a population of over 1 billion) to Maldives (with 0.3 million people). The region has experienced a long period of robust economic growth, averaging 6% a year over the past 20 years. It was the second-fastest growing region in the world in the aftermath of the global crisis. This strong growth has translated into declining poverty and impressive improvements in human development. The percentage of people living below the poverty line fell in South Asia from 56% to 16% between 1981 and 2013. Still, the region remains home to a third of the worlds poorest, with 216 million people living below $1.9/day.


The Sustainable Development Practice Group:

The Sustainable Development (SD) Practice Group (PG) helps countries tackle their most complex challenges in the areas of Agriculture and Food, Climate Change, Environment, Natural Resources & Blue Economy, Environmental and Social Framework, Urban, Disaster Risk Management, Resilience & Land, Social Sustainability and Inclusion, and Water.

Social Sustainability and Inclusion Development Context

Social Sustainability and Inclusion Global Practice (SSI GP) helps countries tackle deep rooted social problems stemming from fragility, climate change, exclusion, and the digital age with people centered solutions that build on local values and institutions. The GP engages with citizens, communities and governments to deepen resilience, build inclusion, and empower vulnerable and marginalized groups to have influence and voice. The GP prioritizes participatory, multi-sectoral approaches that build on norms and informal institutions to address social challenges and to build more inclusive, empowered communities. It also works across the Banks portfolio to implement the Environment and Social Framework (ESF) standards and strengthen inclusive development.

SSI Units in South Asia Region (SAR)

The SAR region has two SSI units (SSAS1 and SSAS2), covering five country management units (CMUs), which in turn cover the following countries: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka.

SAR SSI also houses the South Asia Gender Innovation Lab (SAR GIL), a regional solutions platform for gender equality. SAR GIL generates new evidence through impact evaluations and inferential research; disseminates evidence-based solutions to research and policy audiences; and works with operational teams at the World Bank and beyond to promote the use of gender-sensitive interventions in projects and programs.

The Position:

SSAS1 is seeking a Research Analyst (Extended Term Consultant/ETC) to be based in Washington, DC. The ETC recruited for this position will be expected to provide technical and project management support to the South Asia Gender Innovation Lab. This position entails a diverse set of responsibilities, including contributing to the design and implementation of impact evaluations, as well as providing overall support to the implementation and management of the program and activities geared towards research uptake.

The ETC will have the opportunity to work intensively on the design and analysis of multiple RCTs and quasi-experimental impact evaluations with Principal Investigators in SAR-GIL, other units of the World Bank, and academic collaborators. This is an excellent opportunity for a candidate who has experience with impact evaluations and seeks to enhance and develop their skill set in preparation either for applying for a Ph.D. or for taking a leadership role on impact evaluations in an applied setting.

The ETC will report to the Practice Manager for SSAS1.

Duties and Accountabilities:

SAR GIL supported impact evaluations:

Contribute to the design and implementation of selected impact evaluations; including working with principal investigators and implementers to identify the feasibility of a randomized evaluation, key outcome indicators, data sources, sample sizes (sampling framework, power calculations), field procedures, timelines and budgets;
Design baseline, endline and follow-up surveys;
Conduct or supervise data cleaning and analysis (using STATA);
Participate in drafting research papers and technical reports, including papers for submission to working paper series and academic journals;
Support and crosscheck questionnaire programming for Computer Assisted Personal Interviewing (CAPI) data collection;
Support the procurement of and coordination with survey and research firms hired for SAR GIL projects;
Train and manage field-based staff and survey teams, monitor the implementation of evaluation plans, and ensure compliance with randomization protocols;
Conduct technical workshops and training sessions targeted at government counterparts, project teams and other audiences;
Conduct literature reviews to inform the design of impact evaluations and overall direction of the SAR GIL program.

Portfolio management and research uptake support:

Develop and/or contribute to concept notes, proposals, work plans, and budgets for SAR GIL supported activities;
Support fundraising efforts by contributing to fundraising proposals and reports to donors and trust funds, tracking performance metrics, documenting results, etc.;
Provide logistical support to SAR GILs quality assurance process (e.g., SAR GILs annual progress review, Technical Advisory Committee meetings);
Contribute to the preparation of talking points for management and liaise with other units within the World Bank;
Assist on ad hoc requests, e.g., consultant selection, contract processing, portfolio reviews, or organization of webinars;
Prepare briefs, presentations, blogs, and other written outputs to document lessons learned and key achievements of project interventions.

Selection Criteria

Minimum of Masters degree in economics or related field;
Experience in supporting the design and implementation of experimental impact evaluations;
Experience with large-scale data collection in developing countries, including designing questionnaires and implementing surveys, preferably using CAPI (Survey Solutions, Survey CTO, etc.);
Excellent analytical and quantitative skills including a strong econometrics background, and advanced STATA skills;
Experience with sampling design, power calculations, and analysis of data from complex sample surveys;
Interested in and prior experience working on gender issues, especially related to womens economic empowerment;
Excellent project management and task organization skills;
Excellent oral and written communication skills in English;
Experience in supporting fundraising and donor reporting a plus;
Experience in qualitative research methods and mixed methods a plus;
Experience drafting communication products (blogs, policy briefs, etc.) to disseminate research findings a plus;
Previous experience in South Asia a plus;
Previous experience working with governments, development partners, or non-governmental organizations a plus;
Proven capacity to work efficiently and produce high-quality products within tight deadlines;
Demonstrated ability to work effectively in teams, share knowledge and respect the point of view of others;
Proven capacity to multi-task, deliver results and respond quickly and effectively to requests or feedback; ability to work under pressure, problem-solve, and meet deadlines;
Good team player with strong interpersonal skills, enthusiasm, and commitment to work in a team-oriented, multi-cultural environment;
Strong oral and written presentation and writing skills, creativity, and problem- solving ability;
Enthusiasm for, and commitment to, poverty alleviation, social development, gender equality, and addressing the needs of the most vulnerable.
