Description

DEC Living Standards Measurement Unit (DECLS). Within DEC, is also the Living Standards Measurement unit (DECLS). Through the work of this unit, the World Bank supports governments and national statistical agencies globally in building capacity for the production and use of high-quality household survey data to inform policy. DECLS develops, designs, and validates innovative survey methods, uses new technologies to improve survey data quality, and develops analytical tools to facilitate the use and analysis of the data collected. Among DECLSs vast portfolio is the Living Standards Measurement Study (LSMS), the World Bank’s flagship household survey program focused on strengthening household survey systems in client countries and on improving the quality of microdata to better inform development policies.
The 50×2030 Initiative is a joint effort with the UN Food and Agriculture Organization (FAO) and the International Fund for Agricultural Development (IFAD) to support 50 low- and lower-middle income countries (L/LMICs) across Africa, Asia, the Middle East, and Latin America by 2030 in scaling up household and farm survey programs to close gaps in data required for tracking the SDGs. The implementation of the initiative is carried out under three components, data production, methods and tools development, and data use, thereof the latter implies to build the capacity and motivation of decisionmakers to use data, to strengthen data producers to align with decisionmaker needs, and to improve data sharing and open data.
Responsibilities
(i)Support the Senior Manager in the coordination of the Rome-based activities of the DEC Global Institute, contributing to their programming and implementation, liaising with host country counterparts, as well as with think tanks and training Institutes in Global South, and WBG staff in other locations. Contribute to the overall programming, coordination and monitoring of DEC Global Institute activities.
(iii)Lead the implementation and coordination of the resilience and climate change thematic component work program of DEC Global, with a focus on the following activities:
Working with the Learning team, design and oversee the execution of DEC Global capacity building program to enhance the capacity of client countries to use climate-related data, research and tools produced by DEC to accomplish their development objectives.
(iv)Ensure the coordination with the program managers of C4D2 and 50×2030 and the integration of the above tasks with other capacity development, research and technical assistance activities on resilience and climate change managed by other teams in DEC and particularly those based in the WBG Rome office (C4D2 and 50×2030); explore and operationalize opportunities for collaboration on capacity development, technical assistance and research activities on resilience and climate change with those of the Rome based agencies of the United Nations.
Selection Criteria
- Masters degree in economics, statistics, international development, or other relevant field and 8+ years of experience. A PhD is considered a strong asset.
- Strong organizational, programming and coordination skills. Proven experience providing leadership and management inputs to complex work programs in the context of international organization or other multilateral organizations.
- Familiarity with the literature and policy debates on natural resource management, resilience, and the impacts of climate change on livelihoods.
- Familiarity with the design and use of socio-economic micro data on climate changed adaptation and mitigation, resilience, and natural resource management.
- Previous experience working with international institutions (such as the World Bank, UN,
- etc.), government agencies, and statistical institutes considered an asset.
- Familiarity with UN agencies, particularly Rome-based UN agencies, and their work
- programs in areas of relevance to the position considered an asset.
- Strong oral and written communication skills.
- Demonstrated ability to work independently in a multi-cultural environment and under
- pressure.
- Willingness and ability to travel frequently and on short notice.
This Extended Term Consultancy is a local appointment based in the Rome, Italy. The appointment will be initially for one year, renewable as per World Bank Group policies.
