The Development Data Group (DECDG) is the World Banks focal point for development statistics. The mission of the World Banks Development Data Group (DECDG) is to put data to work for development. DECDG provides technical expertise and helps mobilize resources for clients; it delivers global public goods, including development indicators and datasets, and methods, standards, and tools for data work; and it provides corporate leadership and services, supporting data governance, promoting the internal use and management of development data, and sharing specialized knowledge with other Bank teams.

DECDG prizes innovation and partnership: validating and incorporating new technologies, working closely with partners, and serving as an interface to the international statistical and development data communities. DECDG is organized into the following units: Strategy and Resources (DECSR); Data Analytics and Tools (DECAT); Economic and Debt Statistics (DECES); International Comparison Program Global Office (DECIC); Indicators and Data Services (DECIS); and Data Production and Methods (DECPM).

DECDG is seeking for an Extended-Term Consultant (ETC) with extensive experience in debt, government statistics, balance of payments and other external sector statistics to work with the Debt Statistics team in DECES unit of DECDG. The Debt Statistics team is responsible for collecting, compiling and disseminating debt statistics and preparing the annual International Debt Statistics series of publications.

Responsibilities

The primary responsibilities for this position include:

Contribute to updating the World Banks Debtor Reporting System (DRS) manual and compilation guide in line with the international standards such as BoP/IIP.

Compile the external debt statistics for DRS eligible countries; ensure that data are collected, reviewed for quality, compiled per the DRS manual and made available in a timely manner.

Build methodologies to capture and gap fill missing information to improve the coverage and accuracy of debt statistics.

Perform data quality control tasks and work on improving the metadata quality and timeliness of debt statistics.

Support the production of the International Debt Statistics series of publications.

Support the update of current methodological standards of external debt, including implementation of new standards, definitions, and classifications.

Work on the World Bank Debtor Reporting System, supporting reporting agencies to understand the process and requirements, and ensuring that the data are collected, reviewed for quality, and made available in a timely manner.

Compile country level external debt data based on the World Bank Debtor Reporting System methodology.

Participate in data quality assurance processes to ensure that the data are ready for publication in the International Debt Statistics publication and debt reports.

Support quarterly debt statistics compilation process: this involves communicating with reporting agencies as well as partner international organizations to resolve reporting issues.

Support the Debt Statistics team in the collaboration and involvements with international technical groups working on external sector statistics.

Selection Criteria

An advanced degree in economics, statistics or a related field.

A minimum of 5 years of practical experience in compiling and disseminating balance of payments, International Investment Position, and external debt statistics.

A proven record of strong analytical and technical skills on external sector statistics compilation and methodology.

Experience in providing technical assistance and training on external sector statistics.

Strong written and verbal communication skills.
