Digital Development Global Practice

The World Bank Group (WBG) is one of the worlds largest sources of funding and knowledge for developing countries. The WBGs twin goals of ending extreme poverty and promoting shared prosperity reflect a new global landscape: one in which developing countries have an unprecedented opportunity to end extreme poverty within a generation.

The Digital Development Global Practice (DD) is part of the Banks Infrastructure Practice Group. It plays a critical role in enabling the achievements of the Twin goals and the Sustainable Development Goals. Digital technologies are transforming firms, governments, and peoples lives; and with the digital economy growing at a rate significantly higher than that of the global economy, it offers emerging economies a unique opportunity to leapfrog traditional paths for development through digital solutions.

Collaborating across technical, geographic, and institutional boundaries, the Digital Development team helps design and deliver ICT-enhanced solutions to a diverse range of clients. The team supports clients (i) through advisory assistance to establish policy and regulatory environments that allow the widespread use of technology and create a trust environment; (ii) lending operations by building infrastructure to connect the unconnected, or enabling digital government shared platforms. The DD Global Practice is led by a Global Director supported by five Practice Managers and two Program Managers with specific regional and global responsibilities.

The DD GP also has a Global Data and Diagnostics team that is responsible for the following: (1) collecting, curating, and harmonizing indicators and datasets on digital development topics, building and maintaining the Digital Transformation Database; (2) conducting economic analysis on digital development topics and preparing reports, analytical notes, and background papers, including DDs annual flagship report Digital Progress and Trends Report; (3) coordinating and contributing to Impact Evaluations (IEs) in collaboration with other internal and external partners; (4) supporting other Business Lines and regional teams in analytical work and country diagnostics.

The Global Data and Diagnostics team is looking for an Extended Term Consultant (ETC) to be based in Washington, DC, the United States.

Duties and Accountabilities:

The Economist/ETCs work will cover, but not limited to, the following areas:

Collect data from a wide range of sources to measure different aspects of the digital economy, maintain and update the Digital Transformation Database, support related data analysis and visualization.
Prepare literature reviews on the development impacts of digital technologies, and the effect of certain policies on the digital sector and broader economy in developing countries.
Conduct in-depth analysis to shed light on the status and trends of digital development across countries along key dimensions including digital infrastructure, digital public infrastructure, data governance, ICT industry and digital jobs, adoption and usage of digital technologies, the effect of digitalization on sustainability, and so forth.
Design and conduct rigorous economic research on topics such as what factors affect peoples and businesses adoption and use of digital technologies, the development outcomes of digitalization, notably on productivity, consumer welfare, labor market outcomes, inequality, womens empowerment, market concentration, sustainability, etc.
Write report chapters and background papers on digital-related topics.
Support other research and analytical tasks of the DD GP.

Selection Criteria

The ETC should be able to offer all, or at least most, of the following qualifications and experience:

A completed masters degree or PhD in economics, statistics, or related fields.
At least 5 years of professional experience relevant for this position.
Background and understanding of economic theories, with specialization in topics such as digital technologies, innovation, industrial organization, labor economics etc. is preferred.
Excellent skills in data wrangling and quantitative analytical techniques. Proven experience in analyzing micro data and strong Stata skills is required. Knowledge of other programming languages is a strong plus. Experience conducting research using firm-level, household/individual level data, and geospatial data is a strong plus.
Familiarity with ICT indicators and databases is a strong plus.
Well organized, detail-oriented, able to prioritize, and manage multiple tasks simultaneously with minimal supervision.
Excellent conceptual and analytical skills, including ability to think strategically and innovatively about the role of ICT/digital technologies for socio-economic development and for transformation in other sectors of the economy.
Strong business judgment and analytical decision making, analyzing facts and data to support sound and logical business decisions.
Excellent presentation skills, using cutting-edge data visualization techniques appropriately to communicate data, technical information, or complex concepts to non-specialists.
Excellent oral and written communications skills in English.
Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results.
Proven ability to function effectively as a team member and as a connector within a multi-disciplinary team.
At least 5 years of professional experience relevant for this position.

The ETC will mainly report to Yan Liu ([email protected]), Senior Economist at the DD GP. The consultant will work closely with other colleagues in the Global Data and Diagnostics team, DD GP, and other GPs.
