Unit Context:

The Copyright and Rights team is an essential part of the Library and Publishing Unit (ITSLP) within the Data Technology Office (ITSDO) of the Information and Technology Solutions (ITS) VPU. ITSLP provides Bank Group staff and the global community with access to relevant information and services to foster knowledge, transparency and accountability, as well as to enable effective delivery of development solutions. ITSLP supports staff with research, manages copyright and licenses, collaborates with business partners to publish high-priority work, implements Open Access and Access to Information policies, manages institutional repositories, and educates staff. It fosters intellectual growth and informed decision-making, ensuring access to cutting-edge publications and comprehensive library services for staff and stakeholders worldwide.

The Copyright Consultant joins our small, dedicated Copyright and Rights team, which serves as the focal point for World Bank staff on all issues related to copyright management, publishing rights, Open Access, and licensing as well as granting permissions to external users of Bank content. The team is looking for a dynamic, experienced copyright management professional with solid knowledge of Open Access and public licensing, understanding of interrelation between copyright and artificial intelligence (AI), experience in writing and negotiating publishing contracts, as well as willingness and ability to educate others about copyright.

The ideal candidate is an excellent communicator and analytical thinker, possesses in depth knowledge of copyright, is customer focused, detail oriented, and has the drive to strengthen the capacity of the Copyright and Rights team, manage risk, and help us turn challenges into opportunities.

Duties and Accountabilities

The main duties and accountabilities of the Copyright Consultant are as follows:

1.Provide copyright and licensing support to Bank staff, including staff co-publishing with other institutions and publishing in scholarly literature.

2.Liaise with the legal departments of the World Bank Group institutions to address legal matters related to copyright and managing risk.

3.Educate staff about copyright, publishing rights, and Open Access

4.Work closely with acquisitions, editorial production, repositories, systems, and marketing teams of the Publishing Program to ensure streamlined copyright and licensing support of publication and dissemination process.

5.Work closely with the WBG Library and other ITSDO teams to facilitate synergy between the programs within ITSDO and with other ITS units.

6.Serve as a copyright and licensing contact for external users of Bank.

7.Manage, negotiate, and conclude publishing agreements with external partners, including framework agreements, co-publishing, electronic licensing, and translations.

8.Contribute to preparing, updating, and issuing of copyright, publishing, and open access-related institutional policies and guidelines. Prepare and facilitate the use of efficient copyright tools and guidance for Bank staff in coordination with Legal departments across the World Bank Group

9.Build and nurture effective professional relationships with key internal and external constituencies as well as with a global network of external publishers and Open Access advocates.

10.Proactively participate in Open Access advocacy and copyright innovation developments in and outside the Bank

 

Selection Criteria

 

•Master’s degree in a relevant field (Publishing, Library Science, Law, Paralegal, Communications, Marketing, English, Economics, Journalism, International Relations, or related fields) with a minimum of 5 years (with master’s) or 7 years (with bachelor’s) of relevant work experience

•Experience in the field(s) of copyright management, open access, licensing, or publishing.

•Experience in the area of international development and/or diverse environment.

•Interest in staying current on copyright law and policy internationally.

•Willingness and ability to design and deliver training to WBG staff in collaboration with teams across the WBG.

•Knowledge of open access and public licensing desired

•Copyright management certification desired

Remuneration will be set according to standard World Bank rates, commensurate with experience. The position starts as soon as possible and will be based in the World Bank’s Headquarters in Washington D.C.
