Eastern and Southern Africa (AFE) Region

People are at the heart of Africa’s development, and the region has the potential to be one of the most productive in the world: between 2030 and 2050, Sub-Saharan Africa will have 90% of the growth in the world’s working-age population.

The Africa Human Capital Plan, which presents a blueprint to empower women through education and skills for future jobs; enhanced sexual and reproductive health rights; economic inclusion and jobs; and empowerment and voice, and large-scale programs such as The East Africa Girls’ Empowerment and Resilience Program are serving as catalysts to accelerate progress in the key areas of education, health, and nutrition services, job creation, and empowering women and girls.

Education is the key to helping people break the cycle of poverty. In AFE, 62 million children, adolescents, and youth are projected to be out of school by 2030. Without substantial action, approximately 89% (or 122.8 million) of school-aged children will be ‘learning poor’. The World Bank is striving to help countries reduce learning poverty in the region from 89% to 65% by 2030 and is providing support to countries to: expand education systems with more infrastructure, teachers, and materials; equip youth, entrepreneurs, and higher education systems with the essential skills and training; and empower girls and children with disabilities to stay in school and enjoy more opportunities for building skills.

The HAEE1 Education Unit is seeking an E T Consultant-Education Specialist /Economist to contribute with the implementation of the World Bank education projects in Mozambique. The  E T Consultant-Education Specialist/Economist will engage in specific operational and analytical tasks

The selected candidate will report to the Practice Manager.

Duties and Accountabilities

•Hands-on operational support for the implementation of education programs under World Bank education Projects and activities.
•Support the engagement of the World Bank team in the education sector, including the implementation of the activities of the System Capacity Grant (GPE) to strengthen the capacity of the government to better plan, manage and monitor education programs, as well as comply with requirements related to fiduciary, environmental and social aspects.
•Support the assessment of the capacity of MINEDH’s staff for the implementation of activities in the education sector and lead the organization of training sessions at central and regional levels, as well as hands-on support to prepare MINEDH’s key planning documents.

 

Selection Criteria

The candidate should have:
•Educational Degree: At least a Master’s degree or Ph.D. in the field of education, economics, public policy or other relevant degree.
•At least 5 years of relevant experience including recognized technical expertise within core education areas, such as early childhood education, learning poverty, learning assessment, teacher management, training, higher education, or economic analysis for education.
•Relevant experience in project management as well as strategies and tools for monitoring and evaluation;
•Experience and demonstrated ability to work in teams to conduct/support effective dialogue with government officials at all levels and to collaborate with partner organizations;
•Ability to analyze, synthesize and organize complex information from various written and oral sources into comprehensive, policy oriented documents;
•Outstanding interpersonal skills and demonstrated ability to work in multi-disciplinary teams;
•In-depth and up-to-date knowledge and solid understanding of broad development issues;
•Knowledge of the Mozambican education sector is desirable;
•Excellent written and oral communication skills in English and Portuguese are essential.
•Strong in written and oral expression, including public presentation.
