Background:

The Environment, Natural Resources and Blue Economy Global Practice (ENB GP) is located within the World Bank’s Sustainable Development Practice Group. We provide expertise, technical assistance and financing to help low- and middle-income countries manage land, sea and freshwater natural resources in a sustainable way to help create jobs, improve livelihoods, enhance ecosystem services, decrease pollution and increase resilience to climate change! Over 360 ENB staff working across the globe help set developing countries on a clean, green growth trajectory for resilient economies and healthy communities.

The SEAE1 unit, covers three country units (China & Mongolia, Indonesia & Timor-Leste, and Papua New Guinea & Pacific Islands). We are one of two ENB units in the East Asia and Pacific Region (EAP) and comprise around 40 staff, of whom about 70 percent are based in Country Offices. The rest of the team is based in Washington DC.

China Country Context :

The China and Mongolia ENB program includes investment lending projects and a series of Advisory Services and Analytics covering a wide range of topics, such as forestry, landscape and biodiversity management, green finance, climate change and pollution.

Duties and Responsibilities:

The selected candidate will report to the EAP SEAE1 Practice Manager based in Singapore and work under the oversight of the Country ENB Coordinator based in Beijing.
The ET will support the design and implementation of projects, and analytical and advisory work related to pollution management and climate change.

• As a key member of the World Bank team, support the development and implementation of projects addressing air, soil and water pollution, and climate change, and technical assistance or analytical tasks related to these topics.

• Undertake research on technical and policy-relevant issues, summarizing findings and recommendations in well-written reports, policy briefs and presentations.

• Participate in policy dialogue, responding to government clients’ priority needs for lending, analytical support, and advisory services in relation to environmental and pollution management and climate change.

• Work closely with colleagues in other World Bank Global Practices working in China and Mongolia.

• Support and expand building relationships and facilitate effective communication with other development partners, NGOs, the private sector, and other stakeholders.

• Support and lead elements of knowledge sharing, dissemination and awareness raising activities with key clients; provide technical training and capacity building related to pollution management and climate change.

• Participate as a team member in various projects, including participating in missions; seeking and developing opportunities to integrate sound environmental management and policies into various projects. In addition, maintaining regular dialog with the client and enhancing their capacity for understanding of and compliance with environmental policies; and contributing to mission outputs and reports.

• Other assignments as and when required.

Selection Criteria

• Advanced degree (PhD or Masters) in environmental science, environmental engineering, or related fields.

• A minimum of two years of full-time relevant professional experience in the pollution management, climate change, or environment sector.

• Demonstrated ability to undertake analytical work, review environmental sector policies, and prepare policy-relevant papers, documents and presentation materials.

• Experience in managing the implementation of projects or tasks, and a track record demonstrating ability to apply analytical results into on-the-ground activities.

• Working knowledge of the Chinese institutional and political context related to environmental or pollution management, and/or climate change and exposure to the national environmental policy challenges.

• Collaborative, experienced in working in a broad range of cultural contexts, with multi-disciplinary teams, and with the ability to work independently with limited supervision.

• Strong interpersonal and communication skills.

• Willingness to travel extensively in China and Mongolia and possibly to other countries is necessary, including to remote rural areas.

• Familiarity with WBG’s operational policies will be advantageous.

• Advanced language skills in Chinese and in English (writing, speaking, listening and reading).
