Infrastructure Finance, PPPs & Guarantees Global Practice

PPPs can be a tool to deliver much needed infrastructure services.

Unit Overview
The PPP Group leads the World Bank’s global PPP agenda to support the institution as the center of expertise for PPPs. Staff in the PPP Group work closely with the Regions, Global Practices, Global Departments to:
(i) support planning, identification and prioritization of project pipelines to support innovation and better decision making;
(ii) define operational standards for the creation of a sustainable ecosystem for PPPs in client countries and analyses for use by governments in managing infrastructure and PPP programs;
(iii) provide technical expertise and thought leadership in developing infrastructure strategies, implementing projects, managing the associated risks such as fiscal risks; and
(iv) offer support to building enabling frameworks and institutional capacity.
The PPP Group supports the development of cutting-edge knowledge and analytics, innovative and sustainable solutions in cross-cutting infrastructure areas (such as connectivity and regional integration, infrastructure governance, and quality infrastructure). In that context the PPP Group has three critical products as listed below:
1. The Private Participation in Infrastructure Database (http://ppi.worldbank.org) tracks private participation in infrastructure projects in developing countries. The PPI Database Project, which was initiated in 1998, involves the development and maintenance of a comprehensive inventory of PPI projects in emerging markets, covering the period from 1984-2023. The PPI Database Project seeks to identify and publicly disseminate information regarding these PPI projects, including the contractual arrangements used to attract private investment, the source and destination of investment flows and the identity of the main investors. Although the PPI database remains a robust and effective tool for addressing specific queries concerning private infrastructure investments, new inquiries have surfaced. These include questions about regions and countries successful in attracting significant private investments, preferred sectors, financing methods for such investments, and the actual effectiveness of private investments – particularly in adhering to budgets and timelines, a factor often highlighted as a primary advantage. Moreover, curiosity surrounds the role of multilateral institutions in leveraging private finances, particularly through credit enhancement tools. Addressing these questions necessitates the expansion and augmentation of the existing data in the PPI Database. This involves the addition of supplementary data fields for existing projects or the inclusion of new projects to encompass uncharted sectors.
2. The InfraSAP is a comprehensive diagnostic to develop a Roadmap for addressing infrastructure gaps and crowd-in sustainable private sector solutions by identifying private capital mobilization opportunities, with a focus on growth, inclusion, and resilience. InfraSAPs act as a catalyst for policy dialogue with client countries and enables the World Bank to be more systematically prepared to engage in operations that promote impactful policy reforms to increase quality investment in infrastructure and leverage private capital participation.
3. ChatPPP (erstwhile PPP Global Community Forum) has been developed as a virtual platform, that makes it easy for our community of PPP units from different countries globally to stay connected and facilitate exchange of ideas, client experiences and challenges. It helps respond to global client needs by providing a platform to engage, exchange information, share experience, brainstorm, and collaborate, and also obtain just-in-time support and advice. The ‘virtual’ platform provides access to PPP units, Finance Ministries and Planning Ministries.As such the platform is designed to allow the Global PPP ‘community’ to work together/develop networks of expertise and resources/collaborate/hold dialogue/exchange ideas and do peer learning.
In defining and implementing strategic approaches to delivering infrastructure, the PPP Group leverages resources from the Department’s Global programs and works closely with IFC and MIGA.
Duties and Accountabilities
The PPP Group is recruiting an Extended Term Consultant (ETC), based in Singapore, to work in coordination with staff based in the Singapore Hub including staff from IPG as well from infrastructure and sustainable development Global Practices, IFC and MIGA working across Asia. Specific duties and responsibilities include, but not limited to:
PPI Database:
• Conduct quality control of data submitted by the data collection firm, including cross-checking of data, consulting various publications, liaising with WBG colleagues, etc.
• Conduct analysis on trends and draft reports, blogs and infographics on a regular basis for example the half-year and full year reports, sector notes, note/analysis relating to sources of financing, PPI in IDA countries, etc as required.
• Data review for the SPI projects submitted by the external firm. The STCs will undertake the following actions to ensure both accuracy and comprehensiveness of the data/set of projects submitted by the external firm for solid waste sector and other urban sector projects as well as in a quick and efficient manner without undertaking the level of effort undertaken by the external firm in producing the data.
• Independently conduct analysis on trends and prepare infographics and or sector note as needed.
• Provide any other form of support on the PPI Database or as required by the task team leader.
ChatPPP (erstwhile Global Community Forum):
• Support the Revamp of the platform and rebranding as ChatPPP and Relaunch it in a more user-friendly version.
• Create Vblogs and Polling Contests to drive engagement amongst existing users.
• Lead the daily management of all technical platforms within the platform
• Liaise with the platform hosting and development providers, to ensure uptime and delivery, monitor technical infrastructure, and ensure continuous feature upgrades and updates to reduce future “redo needs”.
• Lead the governance of published content, working proactively with the teams producing the content to ensure that all key marketing and programmatic content (e.g., country and program descriptions, key personnel bios, downloadable single pages, publications, events and recordings, pieces of thought leadership, etc.) is constantly updated and available.
• Lead the acquisition and management of all aspects of the platform CRM, including the creation and maintenance of contact lists in collaboration with programs, divisions and executive leadership, working with all parties to update and clean lists periodically. Monitor list for important events and campaigns.
• Continue posting new PPP related events in client countries, latest WBG blogs on PPPs
• Work closely with the platform team to ensure digital platforms are seamlessly integrated into events, digital campaigns, major publication launches, and other high-visibility initiatives.
• Provide daily oversight and long-term planning for budgets, acquisitions, and contracts for digital platforms, including website and CRM development needs.
InfraSAPs:
• Analysis of infrastructure performance and investment needs considering the current status of service delivery in terms of access, quality and estimates of demand.
• Analysis of how infrastructure is funded and financed, including both public and private sources of finance, at both the domestic and international levels, as well as funding trends and patterns for infrastructure in a country, including any inefficiencies or inequities in allocation.
• Analysis of the data stored in the Infrastructure Dashboard at a specific country level as well as any data updates required to the Infrastructure Dashboard
• Any other tasks related to data, research, analysis, and drafting of relevant materials as required for deploying the InfraSAP in specific countries.
Selection Criteria
• Candidates should have a Bachelor’s degree in a relevant subject (such as finance, economics, public policy, law, business administration, engineering, or related fields).
• At least 2 years of professional experience as a practitioner in the infrastructure finance, PPPs, data analytics and/or infrastructure policy-making fields, or an equivalent combination of post-graduate education and experience.
Technical Competencies
• Proficient in dealing with large amounts of data and databases.
• Excellent Excel skills including ability to create advanced charts and graphs.
• Well versed with writing analytical notes and reports specifically trends analysis.
• General Infrastructure & PPP Knowledge: Demonstrated track record of working with infrastructure sectors and PPPs; understands underlying concepts of infrastructure finance.
• Experience in contributing or leading research or analytical work.
• Experience in translating technical knowledge into practical application in developing country contexts preferable.
• Proven experience in managing a website, CRM and / or other technical platform in order to support external institutional communications.
• Strong written and oral communication and client engagement skills. Written and oral fluency in English required, proficiency in additional languages an advantage.
