Background and Context
The Governance unit covering eastern Africa is seeking an extended term consultant based in Addis Ababa, to contribute to World Bank (WB) support for Government of Ethiopia’s (GoE’s) program of governance modernization. The structural transformation envisioned under the GoE’s Ten-Year Development Plan and Homegrown Economic Reform Agenda (HGER 2.0) and new Public Financial Management, Revenue Mobilization and Civil Service Reform strategies, will require investments in improved public sector capabilities to strengthen resource mobilization and the management of public resources. as well as other reform activities that support improved service delivery, access to justice, transparency, and accountability.
World Bank support to Governance and Institutional reforms in Ethiopia aims amongst others to improve government institutional capacity to mobilize and manage public financial and human resources efficiently. Lending support includes a focus on (i) Improving Public Administration Capabilities through transitioning towards a data-informed approach to Human Resource Management, develop competency-based recruitment and management processes and address civil servant capacity building. (ii) Improving Domestic Revenue Mobilization Capabilities with an emphasis on improving voluntary compliance through improved taxpayer services and closing compliance gaps by leveraging technology and data analytics; (iii) Improving Public Financial Management Capabilities supporting the scale up of digital solutions, addressing critical process deficiencies across the PFM cycle, support the rollout and enhancement of the electronic government procurement (e-GP) system and support the professionalization of accountancy and procurement functions.
In addition, the Governance Practice engagements in Ethiopia include diagnostics, technical assistance, and advisory services; learning, innovation, and knowledge management; preparation of financing operations and provision of project implementation support, monitoring and evaluation, and reporting. An important part of the Governance Practice’s responsibilities is to deliver operational support to other Practices, including through inputs for policy-based operations, hands-on implementation advice and advice on supporting and implementing reforms to ensure better sectoral governance.
Duties and Accountabilities
The ET Consultant (ETC) will report to the East Africa Governance Practice Manager and will be part of the ECA Governance Practice. The ETC will:
• Contribute to the Governance team to develop, oversee, and report on the work program on civil service reform, domestic revenue mobilization and public financial management.
• Coordinate development and implementation of the lending work program with internal and external stakeholders.
• Support the task team and the client in taking forward dialogue on reform priorities.
• Identify and develop opportunities for country engagement on key governance themes such as justice reform, sub national institutional development and reforms and reforms related to integrity, transparency, and accountability.
• Support analytical and advisory work related to key governance themes.
• Support and promote knowledge exchange and global knowledge programs.
• Contribute to briefing materials, policy and institutional assessments, country program products, and other on-demand outputs.
Selection Criteria
• Master’s degree in relevant field (such as public finance, accounting, economics, public policy, public administration) and minimum eight years of relevant work experience.
• Knowledge of key issues in governance and Institutional development at national and global levels and in-depth knowledge in at least one of the following areas: civil service reform, domestic resource mobilization, public financial management.
• Substantial experience in supporting clients develop and implement institutional reforms. Demonstrated ability to lead policy and technical dialogue with high level officials in government and international organizations.
• Strong reform facilitation and client engagement skills.
• Strong analytical skills.
• Strong writing and communication skills in English.
• Strong team playing ability, client orientation, and good interpersonal skills with a demonstrated ability to work with a diverse team.
