Latin America and the Caribbean (LCR) Region. The WBG serves 30client countries in the Latin America and the Caribbean Region (LCR). Clientsrange from large rapidly growing sophisticated middle-income clients to IDAcountries to small Caribbean states to one fragile state. Despite immenseresources, dynamic societies, and an average annual per capita income of about$4,000, deep inequalities persist in most LCR countries, with nearly a quarterof the Region’s people living in poverty. The last Bank’s strategy for LCRfocused on three pillars: (a) supporting the foundations for inclusive growth;(b) investing in human capital and protecting the poor; and (c) buildingresilience. In the aftermath of the COVID19 pandemic, this strategy will needto be adjusted to better support the countries deal with a health crisiswithout precedents and an economic crisis not seen since modern statisticalrecords started in 1900. Yet, the basic elements of the strategy: acceleratinggrowth (following a projected GDP contraction in 2020 of 7.2%), investing inhuman capital, including in health (in the most affected region by COVID19),and building resilience appear fully relevant.

In LatinAmerica and the Caribbean Region, the Infrastructure Department (ILCDR) isresponsible for delivery of the transport and energy programs in the LCR regionand it comprises a Transport unit (ILCT1) headed by a Transport Practice Managerand an Energy unit (ILCE1) headed by a second Practice Manager (PM) as well asa small front office.

The LCR Transport Unit (ILCT1) Portfolio inArgentina, Paraguay and Uruguay.
The LCR Transport Unit (ILCT1) has an activeportfolio in Argentina, Paraguay and Uruguay with 4 lending operations withtotal commitments of about US$1.35 billion and 5 ongoing Analytical andAdvisory Activities (ASA). The current lending portfolio is evenly splitbetween inter-urban and rural roads projects (50% by number) and urbantransport operations (50% by number)

The ILCT1unit is looking to recruit an extended time consultant with a solid trackrecord in policy dialogue, planning, asset management, financing andimplementing operations in the transport sector. The specialist should haveexpertise in the design and implementation of urban mobility, roads/highways,railways, waterways/ports and/or regional/logistic corridors projects andknowledge of transport services, governance frameworks in transport, with goodunderstanding of climate change (decarbonization, resilience), road safety,social and health impacts, and gender issues in transport.

Duties and Responsibilities

TheSpecialist will be part of a team working in Argentina, Paraguay and Uruguayresponsible for: (i) supporting the implementation of the transport portfolio,which includes projects on urban and interurban transport; (ii) supporting thetechnical dialogue (advisory and analytics) in the transport sector with thenational authorities and other stakeholders in the countries; (iii) supportingthe identification of new opportunities and the preparation of new projects;(iv) supporting policy/institutional reforms and mainstreaming key initiativeson road safety, gender, active mobility, digitalization, green transportinfrastructure, decarbonization and services, and the incorporation of theprivate sector in the transport sector; (v) developing analytical and advisorywork and knowledge activities in close collaboration with other GlobalPractices, leveraging on best practices, international experiences, andinnovative tools and data analytics; and (vi) in all above activities,contribute to maximizing private sector participation/financing by partneringwith IFC/MIGA/WB IPG.

The specific duties will include project preparation, supervision, andcontribution to analytical studies consistent with the World Banks sectorstrategies, with a particular focus on:

– Supporting Task Team Leaders the day-to-day implementation of active projectsin Argentina, Paraguay and Uruguay, including lending and non-lendingoperations.

– Supportingthe identification and development of a pipeline of projects and programs inLC7 countries.

– Advisingthe national government counterparts on technical matters associated withtransport projects, including on institutional strengthening activities,results framework, technical designs and specifications, compliance withenvironmental and social policies, procurement, operational health and safety,etc.

– Providingsupport to improve the quality of transport projects in Argentina, Paraguay andUruguay, through document reviews, technical advice, and quality assurance.

– Providinginput to the development of sector strategies and new business developmentareas, with a focus in areas related to transport decarbonization, resilience,data and modelling for transport.

-Participating in cross-sectoral teams responsible for preparation of policynotes, Systematic Country Diagnostics, Country Partnership Strategies, CCDRs,public expenditures reviews, sectoral studies, and research and policydevelopment activities on the topics/sections pertaining to the transportsector in LC7 countries.

– Preparing trust fund and other funding applications to support lending andnon-lending activities.

– PreparingTerms of Reference for major consultants financed under Bank-executed TrustFund and leading the procurement of consultants.

-Supervising the work of consultants and technical specialists to ensure qualityand consistency with Bank standards.

– Stayingabreast of recent developments in the transport sector locally and world-wide,and on cross-cutting issues, in relation to the topics of specialization forthis position; identifying knowledge gaps and disseminating relevant knowledgeto clients.

Selection Criteria

* At least 5years of professional experience in the transport sector.

* Advanced(at least Masters) degree in relevant discipline such as transport planning,engineering, or economics.

*Demonstrated and practical experience in assisting the design andimplementation of transport infrastructure projects, in areas such rural roads,road asset management, urban transport, as well as in specific topics such asdecarbonization, adaptation, PPPs in transport, transport engineering design,transport modelling, reviewing technical/engineering designs and costestimation, contract management, supervision of projects, buildingfinancial/economic models for transport projects, including GHG and localpollutant emission estimations, and infrastructure resiliency considerations.

*Demonstrated experience on strategic planning for transport projects, includingurban and interurban projects.

* Ability tointegrate technical, institutional/governance, and financial elements informulating or assessing a realistic policy reform strategy and conductingpolicy dialogue.

* Experiencein analytical work, such as on transport policy, strategy,institutions/governance, and regulation as they relate to the transport sector.

* Highdegree of dynamism and self-motivation, as well as the ability to work withminimal supervision.

* Ability toidentify and develop potential areas for future World Bank transport sectorinitiatives based on client consultation and analysis.

* Excellentwritten and communications skills in Spanish and English.
