ORGANIZATIONAL SETTING 

Established in 1944, the World Bank Group (WBG) is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: The International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.

The Development Economics Vice Presidential Unit (DEC) is the primary hub of the World Bank’s knowledge function. Through its various functions research, global analysis and development data, it serves member countries and the Bank in generating knowledge and absorbing, disseminating, and utilizing it for economic development and poverty reduction around the world. DEC seeks to increase understanding of development policies and programs by providing intellectual leadership and analytical services to the Bank and the development community.

To meet the challenge of development, the World Bank must be an agent of change. To be effective in this role it must combine the power of ideas and knowledge with finance. Under the leadership of the Chief Economist, DEC aims to increase understanding of development policies and programs by providing intellectual leadership, improve the effectiveness of Bank operations, and meet the needs of its client countries and the world development community for high-quality knowledge services. Creating knowledge involves research, data, analysis, global monitoring and projections, statistical capacity-building, policy review and advice, and communications. DEC’s structure reflects these dimensions, comprising the Development Research Group (DECRG), Development Data Group, Global Indicators Group, Development Prospects Group, World Development Report Group, and Strategy and Operations. 

DEC produces publications and data to address the specific needs of clients, as well as issues and themes crucial to understanding the development process itself. These include the World Development Report, Global Monitoring Reports, Policy Research Reports, World Development Indicators, Global Development Foresight, as well as the Bank’s two development journals (World Bank Economic Review and World Bank Research Observer), books, articles, and Policy Research Working Papers. These products, supported by dissemination efforts, boost developing countries’ access to key information and analytical capacity, strengthening their ability to engage on the global stage.

THE TEAM

The Development Economics Sustainability and Infrastructure (DECSI) unit within DECRG provides intellectual leadership, technical assistance and substantive advice to counterparts both inside and outside the World Bank on all aspects of agriculture, environmental management, climate change, and infrastructure. Within DECSI, the Land Team conducts research, analytical work, and policy dialogue on land governance at national, regional, and global levels. It also supports operational teams to help design and evaluate interventions to improve land right security, operation of land and other factor markets, and land use.

The team’s EU-supported work on Ukraine aims to support legal and institutional reform as well as programs to (i) foster rural diversification and growth by improving access to information and lowering transaction cost in land and associated rural markets (labor, credit, output, input, insurance); (ii) expand access to savings and credit and develop mortgage-based instrument for long-term finance; and (iii) support effective decentralization by supporting local governments to effectively managing land and using taxes on land and property to provide local public goods. Beyond Ukraine, the team supports global monitoring of land data and institutional arrangements in the context of a forthcoming Policy Research Report on Land and has ongoing research projects on land taxation, evaluation of land titling interventions, and efforts to improve rural land and factor market functioning in Malawi, Nigeria, Ethiopia, and India. 

ROLES AND RESPONSIBILITIES

The ETC will have three areas of responsibility, namely (i) to provide analytical support to the Ukraine program; (ii) to support global monitoring and research in other regions, in collaboration with Bank operations; and (iii) to establish and disseminate research results through writing and publications. Successful completion will place the ETC on firm footing to compete for a WBG staff position upon the end of the assignment. 

In Ukraine, land market reforms that allow virtually unrestricted sale of agricultural land have just become effective. The consultant is expected to (i) use a range of administrative data to monitor and analyze performance of land markets, identify impediments to competitive land markets improving productivity, and suggest ways of addressing these to authorities; (ii) help design and evaluate government programs to support small farmer access to finance and markets as a basis for rural diversification; (iii) support effective decentralization via market-based land valuation, collection of realistic taxes on land and property, and management of public land by local councils; and (iv) assess the extent to which administrative data and procedures meet EU standards and, if they do not, suggest avenues for improvement.

Beyond the agenda for Ukraine, the ETC is expected to contribute to the Land Team’s research effort by supporting ongoing activities as per mutual agreement, help consolidate and expand the team’s activities, and disseminate research findings through publications, training, and participation in events and conferences. 

 

Selection Criteria

 

oPhD or ABD in economics or related discipline

oStrong analytical skills and familiarity with literature on impact evaluation 

oDemonstrated ability to work with survey, administrative, and geospatial data

oFamiliarity with the literature on land tenure, institutions, and markets 

oPipeline of journal publications or publishable work in progress

oCommunication and presentation skills 

oAbility to think outside the box and communicate effectively with policy makers
