ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

Unit Context:

ITS Strategy, Governance and Monitoring (ITSGM) is responsible for managing the IT Governance frameworks for World Bank and IFC by efficiently administering its operation, ensuring compliance, and identifying opportunities for improvement. The Governance team helps ensure successful delivery of the approved work program with alignment to Bank and IFC business priorities, enabling the WBG to achieve its mission by delivering transformative information and technologies to our clients. The Strategy and AIP team drives the design of the three-year ITS strategy to provide future vision and key pillars for future IT planning and execution as well as facilitates the prioritization processes to optimize IT Capital investments and alignment to strategic objectives. The Program Reporting & Monitoring team provides portfolio level reporting of ITS projects/services for multiple levels of WBG management, coordinates the construction of annual ITS MOU objectives, and administers the project benefits management framework.

Strategy & AIP team is comprised of three main functions: 1) facilitating the Annual Investment Plan (AIP)process, 2) developing and updating of the ITS Strategy and 3) capital management and monitoring throughout the fiscal year. The Annual Investment Plan is a process that validates the alignment of ITS portfolio against the WBG and ITS strategy. The ITS Strategy is a function that focuses on developing a strategy that aligns with corporate business goals. The ITS Strategy is regularly reviewed and updated on a three-year cycle.

ITSGM is looking for Extended Term Temporary (ETT) to work as an Sr. Assistant for Strategy & AIP team. The ETT will be based in Washington, D.C., and will be responsible for the duties and accountabilities set out below. ETT contract will be for 12 months ending in December 2024.

The ETT will be part of the team and perform in a variety of functions to assist in preparation for next AIP cycle and assist in implementation of new product-centric planning model.

Support facilitation of IT investment planning process across the Information Technology Solutions (ITS) organization

Create reports in MS Excel to analyze the IT investment portfolios and prepare analysis for ITS Management Team review

Handle financial database for capital program management

Develop communications materials in MS Power Point and MS Word

Assist in developing long-term strategies for business and IT portfolios

Support in brainstorming and scenario planning exercises

Actively engage in client communications, support meeting preparation and assist in facilitation

Assist the team in functional support role for the implementation of the investment planning tool.

Selection Criteria

Bachelor’s degree withno experience required or equivalent combination of education and relevant experience including project management, program management, portfolio management, IT strategy, business strategy, IT financial planning and monitoring.

Sample degrees include: Business, Finance, Accounting, Information Management or Management Information Systems, Business Administration.

Other Selection Criteria:

Strong interpersonal and people management skills.

Proficient in Microsoft Office Suite productivity tools especially in Excel and Power Point.

Strong oral and written communication skills

Ability to draft working documents and presentation materials with minimal supervision

Ability to independently conduct research and analysis and synthesize findings in written form

Understands and maintains awareness and knowledge of market trends in technology

Familiar with Software Development Life Cycle, and experience in full life-cycle implementations

Understanding of business case development, ROI concepts, business benefits, costs in project management

Ability to analyze data and create visualization of data
