The consultant will support IFRC to coordinate IFRC’s implementation of relevant EWEA-related projects, including providing project planning, management and reporting support. 
Job Duties and Responsibilities:
  • Organise relevant kick-off meetings and inception workshops.
  • Establish the timeline for the projects and subsequently monitor and ensure successful implementation during the period of the consultancy.
  • Formulate annual work plans and budgets, in close collaboration with the relevant country/regional staff, global technical staff and finance team.
  • Develop a PMER strategy for the projects at the global level, including an indicator tracking table, in close collaboration with relevant country/regional staff and global technical staff.
  • Assist concerned technical colleagues to formulate job descriptions for staff to be hired, terms of references, scope of services and specifications.
  • Follow up on, and ensure timely implementation of, work plans.
  • Follow up and report on indicators, in accordance with reporting schedule, and in close collaboration with relevant stakeholders.
  • Prepare for and provide updates to project Steering Committee (and Advisory Committee, if set) meetings.
  • Provide logistical/technical support to regional/country offices and National Societies as needed incl. on assessments, trainings and other key deliverables.
  • Guide and support responsible parties (relevant IFRC colleagues in Geneva, regions and delegations; National Societies; consultants/service providers) for the implementation of their respective tasks, including in terms of technical support and project management.
  • Set up coordination mechanisms, where needed.
  • Ensure the interests of the IFRC Secretariat are well addressed by consultants or service providers hired.
  • Prepare relevant narrative reports by consolidating inputs from all relevant colleagues/parties and presenting the reports to the Climate & Resilience Lead for endorsement and submission to the donor.
  • Advise the Climate & Resilience Lead on strategic decisions/actions to be taken, including work plan modifications, budget modifications/reallocations, troubleshooting (or risks) and changes in target countries.
  • Perform other project management related tasks as assigned by the Climate & Resilience Lead.
 Methodology and Working Modalities:
  • A recurrent meeting will be set up with the consultant to discuss progress, plans, challenges and any strategic decisions to be taken.
  • The consultant will need to maintain regular contact with regional/country focal points and other key stakeholders and ensure effective information flows with relevant stakeholders (internal technical departments in Geneva and the regions, and HNSs) covered by the project(s).
  • Any communication with National Societies will copy relevant IFRC colleagues, notably from the IFRC country/cluster delegation and regional office, and, where relevant, supporting partner National Societies.
Management and Collaboration:
  • The consultancy will be overseen by the IFRC Lead, Climate & Resilience together with the Senior Advisor for the EW4All initiative, with close connections to the Coordinator for Anticipatory Action, Senior Officer for Disaster Preparedness and Senior Officer for National Society Preparedness
  • The consultant will work closely with the relevant IFRC Regional Offices and other relevant IFRC Geneva stakeholders
Location:
  • Remote work for this consultancy is possible, but being located in Geneva is preferred.
Education:
Preferred:
  • University degree in relevant subject, Masters’ degree preferred (e.g. climate change, disaster risk management, project management etc.)
Experience:
Required:
  • Work experience in the humanitarian sector, and specifically on the themes of early warning early action.
  • Experience in project and programme management.
  • Experience in the Red Cross / Red Crescent Movement.
  • Experience working as an independent consultant.
Preferred:
  • Experience with IFRC’s project management, financial and administrative procedures and tools.
Knowledge, Skills and Languages:
Required:
  • Fluent spoken and written English.
  • Knowledge of community-based programming.
  • Excellent planning and organizing skills.
  • Excellent communication and writing skills.
  • Strong inter-personal skills, demonstrated capacity to build functional networks.
  • Flexible and adaptable to work effectively in a multicultural environment.
Preferred:
  • Spoken and written French.
  • Fluency in another IFRC official language (Arabic and Spanish).
