Background

Diversity, Equity and Inclusion are core principles at UNDP:  we value diversity as an expression of the multiplicity of nations and cultures where we operate, we foster inclusion as a way of ensuring all personnel are empowered to contribute to our mission, and we ensure equity and fairness in all our actions. Taking a ‘leave no one behind’ approach to our diversity efforts means increasing representation of underserved populations. People who identify as belonging to marginalized or excluded populations are strongly encouraged to apply. Learn more about working at UNDP including our values and inspiring stories.

UNDP does not tolerate sexual exploitation and abuse, any kind of harassment, including sexual harassment, and discrimination. All selected candidates will, therefore, undergo rigorous reference and background checks.

Globally, UNDP has a mandate to support SDG Integration to achieve faster progress on sustainable development and offers support in four areas, (1) integrated policy and programming solutions, (2) SDG metrics, data and analysis using state-of-the-art tools for modelling and forecasting, (3) knowledge and innovation and (4) SDG Financing options to help countries identify innovative strategies to mobilize public and private resources to reach the 2030 agenda.

The Economic Advisor works under the guidance of the UNDP Resident Representative in the country and collaborates closely with the programme and operations teams in the Country Office, the Accelerator Lab, and the Regional Bureau of Asia and the Pacific, including the Asia-Pacific regional network of country economists. S/he will develop and maintain a professional network across development partner agencies, government institutions, the private sector, academic institutions and civil society at the country level.

At COP 26, Viet Nam pledged net-zero carbon emissions by 2050 and to phase out coal power generation in the 2040s. These commitments represent an historic challenge for a country that has pursued an energy-intensive strategy of development, integrating into global production systems especially in manufacturing. Moreover, Viet Nam is among the countries in the region most vulnerable to the effects of climate change. The energy transition and adaptation to climate change are therefore the main focus of the work of theEconomic Advisor.

The negative impact of climate change threatens to derail Viet Nam’s steady development progress, with particularly serious consequences for people and communities vulnerable to flooding, drought and storms, and to pronounced shifts in the labor market and prices of essential goods. The transition to renewable energy will contribute to Viet Nam’s Nationally Determined Contribution (NDC) under the Paris Agreement, and will strengthen the country’s energy security and protect export markets. However careful monitoring of the distribution of costs and benefits of the transition to renewable energy is needed to ensure that the transition leaves no one behind. UNDP also works closely with government and other partners on issues relating to sustainable financing for the energy transition, energy security and carbon markets. Other policy priorities relating to sustainability in the promotion of circular economy approaches, biodiversity conservation and the blue economy.

Viet Nam has achieved great success in reducing multidimensional poverty. While official measures of inequality are stable, specific groups have benefited less from growth than others and are at risk of economic, social and cultural marginalization. Viet Nam’s social protection system has not kept pace with economic and social change, and reform is long overdue. The current approach, which concentrates on attacking pockets of poverty, has lost relevance as the country, urbanizes, industrializes and ages. As the rate of migration accelerates, the issue of access to affordable housing and essential services in cities will become more important. Although women and girls have equal access to education, progress in other dimensions of gender equality has stalled. UNDP is a leading voice advocating a more creative, active role for youth in development policy and programming.
