IRC is seeking a qualified ERD Senior Officer – Impact and Research (ERD Sr. Officer IR). The ERD Sr. Officer IR will be responsible for supporting the design, implementation, and learning of economic recovery and development programs, focusing on livelihood enhancement, market system development, climate-resilient agriculture, cash programming, financial inclusion, and private sector engagement. The role involves conducting impactful research and assessments (Labor market assessment, value chain, rapid market assessment, etc.), case studies, success stories, and ensuring evidence-based programming and excellence to foster sustainable economic growth and resilience among vulnerable communities. The ERD Sr. officer IR will be working in close collaboration with the ERD partners, project team, technical coordinator, and technical advisor. The ERD Sr. officer IR will be based in Erbil, Baghdad, Ninewa, Anbar, Or Kirkuk – Iraq depending on the candidate’s location, with frequent travel to project locations including the locations above, South of Iraq, Dyala, and any locations that ERD projects are implementing. This position will report to the ERD Coordinator.
Major Responsibilities:
Program Design and Implementation:
· Support assessment and research pieces needed prior or during project design.
· Support the design and execution of programs aimed at enhancing livelihoods, developing market systems, and promoting climate-smart agricultural practices.
· Oversee the integration of cash programming and financial inclusion initiatives into broader economic recovery strategies.
· Providing evidence-based for integrating programming with other IRC programs including Protection Role of Law, Women Empowerment, Governance, Child protection, etc.
· Develop and implement innovative approaches to engage the private sector in economic recovery efforts.
· Developing learning pieces for program interventions
Impact and Research:
· Conduct rigorous research and impact assessments to measure the effectiveness of economic recovery and development interventions.
· Analyze data to generate actionable insights and inform programmatic adjustments.
· Produce high-quality reports and publications to disseminate research findings.
· Develop evidence-based recommendations to promote agricultural practices that enhance resilience to climate change.

· Identify opportunities to strengthen market systems and value chains to improve market access for smallholder farmers and entrepreneurs.
· Facilitate capacity-building initiatives for local businesses and market actors to enhance their competitiveness and sustainability.
· Support in countrywide private sector mapping.
· Promote inclusive business models and corporate social responsibility initiatives that contribute to economic recovery and development.
· Engage in providing context analysis and evidence for the donors’ reports, concept notes, and proposals.
Key Working Relationships:
Position Reports to: ERD Coordinator.
Position technically supervised by: ERD Coordinator. Position directly supervises: N/A.
Indirect Reporting: N/A.
Internal: Technical/Program focal points, MEAL team, and Communications team.
External: Partners, stakeholders, donors
Qualifications & Preferred Skills
· BA degree or equivalent in Economics, Development Studies, Agricultural Economics, or a related field.
· 3 years of progressively responsible professional experience in impact and research with preference for focus on livelihoods, market systems, climate change adaptation, cash programming, financial inclusion, and private sector engagement in development or humanitarian contexts.
· Experience and proven ability to work effectively with national and local civil society organizations.
· Strong research and analytical skills, with experience in impact evaluation and data analysis.
· Proven track record of research and learning work.
· Excellent writing skills in both Arabic and English
· Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders.
· Ability to respond to multiple priorities promptly, producing high-quality outcomes.
· Excellent oral and written communication skills, with the ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.
· Strong commitment to IRC’s vision, mission, and core values.
· Professional fluency in written and spoken English and Arabic is required.
Total benefits:
· Salary range: (2,503,846 IQD – 3,255,000 IQD) Iraqi Dinars, based on various factors including the labor market, job type, internal equity, and budget as well as calibrated by work location, individual candidate experience, and skills relative to the defined job requirements.
· 13th month salary per year.
· 21 days of leave and 15 days of paid holidays per year.
· IRC provides health insurance for staff and their dependents.
