General objective of the role:

DRC Burundi is looking for an Economic Recovery Officer with experience in resilience who will be responsible for the day-to-day of the DRC project on the ground. The Economic Recovery Officer will ensure regular coordination with project partners and information sharing with the project manager and technical teams.

Responsibilities:

  • In close coordination with the Area Manager, support the implementation of daily resilience activities;
  • Integrate multi-sectoral considerations into livelihoods programming, with emphasis on linkages with health, education, WASH and protection aspects, as well as legal protection issues;
  • Support the Team Leader and MEAL in carrying out regular market assessments and in meetings with external partners, including private sector entities and vocational and technical training providers, in order to have an in-depth and up-to-date knowledge of economic sectors;
  • Ensure that project activities are properly implemented on the ground and follow up with partners;
  • Share regular information and updates on the livelihoods program during the weekly meeting, coordination meeting and other relevant meetings;
  • Provide monthly data for reporting to the Livelihood Officer and verbal and written reports – when requested;
  • Keep the Livelihood Officer/Field Coordinator regularly informed of activities, problems encountered during implementation;
  • Maintain accurate records of livelihood data, documents/forms used (grant business plan collected, tracking forms, list of training participants, etc.) in electronic and hard copy and ensure timely submission;
  • Support the establishment and maintenance of relationships with community representatives, government counterparts and other humanitarian agencies in the livelihoods sector, ensuring transparency and coordination;
  • In coordination with the Livelihoods Officer, liaise with administrative, financial and logistics staff for the organization and planning of assistance delivery;
  • Take the lead in coordinating with partners, community leaders for the implementation of activities;
  • Support assistants in the selection of beneficiaries and the identification of community projects; 
  • Ensuring the link between protection and livelihoods;
  • Provide management oversight and technical leadership to community incentive/mobilization agents, including training on livelihoods, agriculture, livestock, savings and credit unions, petty trading;
  • Contribute to the development of new programs and new training priorities, if necessary;
  • Ensure the application of the DRC Code of Conduct and DRC policies and procedures.

Coordination and reporting:

  • Develop and maintain strong working relationships with all stakeholders across the province;
  • In collaboration with the Assistants, and other Officers, liaise with stakeholders and relevant technical departments of the local government on project activities;
  • Represent DRC at inter-agency livelihoods coordination meetings and other related meetings and other forums.
  • Experience and technical skills:
  • Minimum 3 years of humanitarian field experience, with a particular focus on livelihoods; economic development, infrastructure rehabilitation, permaculture, income generating interventions;
  • Ability to maintain confidentiality and prioritize the safety and dignity of beneficiaries at all times;
  • Computer knowledge and skills (Microsoft Word, Excel and PowerPoint);
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • Be comfortable in a multicultural environment, flexible and able to handle pressure well;
  • Good organizational and management skills;
  • Flexibility to work overtime if necessary

Education :

  • Bachelor’s degree in business administration, development studies, sociology, community development, agricultural management (Agronomy) or agri-food.             

LANGUAGES :

  • French (Fluent)
  • Kirundi (current)
  • English, oral and written (an advantage)
