The Economic Recovery project officer is expected to coordinate and Organize the field level activity implementations. Developing of training ToR, coaching of training delivery for the beneficiaries, Evaluation of pre and post training status of the beneficiaries and reporting of the training outcomes are among the other role of the position. Playing a liaison role between government and DRC, leading and conducting of different project assessment’s, developing partnership with stockholders’ and other partner organizations. Providing a close technical support for VSLAs and SMEs on business development and management, business diversification, saving and loan access creation, Documentation, book keeping and application of bylaws.

Support the process of linkage of SMEs with different micro finance institution’s or financial service providers, improve the partnership with private sector business owners to create market linkage for SMEs. Work closely with consortium members to integrate implementation as per the objective of the project.

Coordinate and lead the project Assistants to facilitate project activities, provide weekly, monthly and quarterly implementation plan for the team and collect weekly and biweekly progress update. Compile progress updates of the week and provide to the project manager.

Follow the implementation qualities of activities in terms of the project log frame and conduct a regular outcome tracking, develop success stories of best achievements, identify challenge and tack on-time correction measures and share lesson learnings for the team and responsible partners.

Work closely with the support team and provide weekly plans of operation for the sectors, ensure close cooperation with government partners, kebele level authorities- and every responsible stack holders on the project.

Responsibilities and tasks:
Project implementation, Monitoring and Documentation:

  • The project officer is expected to properly understand the project and able to develop a weekly and monthly implementation plan.
  • The post holder will be required to establish a clear synergy between DRC team under his supervision and between the parallel consortium personnel’s to be on the same page while implementing the activities.
  • Expected to Develop a clear implementation modality and approaches together with his respective teams.
  • The project officer is required to submit the weekly and biweekly implementation plan, develop activity implementation ToRs.
  • Facilitation of different capacity building trainings, workshops and dialogue forum related with the project and documentation of attendance, outcome reports and other essential documents are among the other.
  • Providing a close technical support on VSLA and SME establishment, coaching of the business development activities of the beneficiaries.
  • Support the innovative financing approaches to be effectively applied on the targeted community, ensure linkage of SMEs with different FSPs, follow up on the development of Village Saving and Loan Association beneficiaries of the project.
  • Develop different progress tracking tools for every implementation of the Economic Recovery activities and identify gaps of the implementation for planning of improvement action for betterment of the achievement.
  • Provide a continues support for implementation of Early recovery interventions to the level of ensuring sustainable resilience building.
  • Ensure implementation of the proposed alternative inclusive financial alternatives to ensure engagement of SMEs in the business development sectors.
  • Ensure the proper targeting of beneficiaries and support the beneficiary verification activities of the MEAL team.
  • Closely assist the project manager on assessment, project monitoring and reporting of implementation’s.
Financial Management, facilitation and documentation:
  • Provide a financial breakdown for implementation of every project activities along with the weekly plan to be an input for budget forecast for the next month implementation.
  • Timely provide any budget request for implementation of project activities.
  • Proper documentation of each documents required for payment of services and goods.
  • Providing a clear term of reference for implementation of any project activities.
Coordination & Partnership:
  • Support and Coordinate the day-to-day implementation of the project and ensure effective integration among the consortium members, with special attention for the specific needs and expectations of the project objectives/aims.
  • Ensure proper communication between the Ec. Rec team, project staff and the parallel staff of the consortium members.
  • Ensure collaboration and synergy between the consortium member project activities and similar projects, businesses and activities in the project areas.
  • Promote a positive profile of the project and good understanding among other actors and communities about the project.
  • Develop and maintain strong working relationships with all stakeholders at filed level.
Staff Supervision role:
  • Develop an activity follow up cheek list and provide for the Economic recovery assistances along with the weekly implementation plan.
  • Coach the proper implementation of the Economic Recovery assistance,
  • Follow up on performance of the staffs and provide the required-on job training to improve capacity of the team.
  • Establish a regular team meeting and monitoring of qualities of achievements at field level together with the Ec. Rec teams.
  • Encourage and support the filed level team to properly implement the project interventions.
  • Timely identification of constraint’s, conflicts and challenges between the filed team and take corrective action in coordination with the project manager.
Financial Inclusion Expertise:
  • Provide technical assistance to implementing teams in areas of financial inclusion, working alongside project partners, Regional Office technical coordinators and DRC Kenya colleagues
  • Support the strengthening of VSLAs through experience in formal financial inclusion, including training on financial literacy
  • Provide assistance in the roll out of sharia compliant finance structures at the community level as well as understanding of the wider entrepreneurship ecosystem
  • Support in the development of a revolving fund, a challenge fund and wider entrepreneurship support structures
Experience and technical competencies: (include years of experience)
  • Minimum of 5-year experience in areas of Livelihood development, alternative financing like VSLAs, financial inclusion, Micro and small enterprise development, Business development.
  • Experience working in and deep understanding of Village Savings Loans Associations (VSLAs) and private sector engagement and/or implementing livelihoods/self-reliance, gender mainstreaming, peacebuilding/social cohesion, protection or advocacy interventions within financial inclusion programming context.
  • Experience of working on early recovery projects specially on conflict and climate change affected areas.
  • Experience on team leading, coordination, integration and technical implementations of economic recovery interventions.
  • Experienced working with and implementing projects aimed at addressing challenges faced by displacement affected entrepreneurs to maintain and grow their businesses.
  • Has excellent communication (spoken and written) and presentation skills
  • Possess a sense of cultural awareness, sensitivity and respect for diversity
  • Strong organizational, team spirit and team work skills
Education:
  • BA in Development Economics; Development management, Agriculture, Entrepreneurship, Business Administration, Cooperative and SMEs development or other relevant fields, or Bachelors with relevant work experience.
Language: (Indicate Fluency Level)
  • English (fluent, spoken and written)
  • Knowledge of Afar and Tigrigna language is an advantage
