The main and biggest component of this project is Integrated water resource management (IWRM). The objective of this component is to support IWRM that enhances community-led governance, natural disaster risk reduction, and climate change adaptation to strengthen communities’ resilience. The Resilience and Livelihoods officer is expected to lead the implementation of the IWRM component and other livelihood interventions when required
Main Responsibilities:
Project Management and implementation:
  • Focal point for Resilience and Livelihoods interventions under SDC and other activities in the north area under upcoming funds (Planning, implementation and reporting).
  • Attend FSAC meetings sup level, and update DRC of the food security status in the area.
  • Exchange the experiences with other humanitarian actors in livelihood and agriculture sector.
  • Coordinate with the ministry of agriculture departments and agriculture research centers,  farmers unions , associations related to crop production, watershed management, soil protection, spate irrigation channels, agroforestry  and DRR.
  • Follow up the water basin studies with the DRC Resilience and livelihood specialist and achieve the desired results. 
  • Participate actively in the participatory meetings with the targeted communities that will be conducted by the Resilience and Livelihood specialist to identify NRM, IWRM and DRR problems and hindrances, potential solutions and proprieties and come up with community participatory plans as a base to develop the Community Action Plans to be implemented under the SDC project. 
  • Keeping and well documentation of the participatory meetings results including the community action plans and all inputs provided by the community during the planning phase.
  • Responsible of preparing technical studies/ BoQs for the package of watershed management interventions proposed by communities. The package may  include  (Rainwater harvesting reservoirs , check dams, terraces rehabilitation, valley bank protection, spate irrigation canals and underground water recharge facilities . The technical study includes BoQs, works specifications and environmental impact.
  • Represent Resilience and Livelihood sub-sector in DRC north area, in weekly meetings and update the area program and Resilience and Livelihood specialist about the resilience and livelihood progress.
  • Particpate in the project kick off meetings and close out meetings and prepare the required documents.
  • Contribute on the monthly budget follow up reports, and Participate in the BFU /grant meetings and follow up the related recommendations.
  • Rais and track all procurements and follow up the DRC related departments to insure timely implementation of the project activities under the IWRM outcome.
  • Work closely with the MEAL team on beneficiary registration, baselines, endlines and other related activities.
  • At least 3 field visit per/week to the implementation sites to follow up the project activities and ease the difficulties.
  • Timely provide the inputs for regular reports to the Area Program Manager and the Resilience and Livelihood specialist.
  • Document, lessons learned, success stories and case studies in close coordination with the DRC communications team
As an officer the post-holder is responsible for the following:
  • Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented in time.
  • Accountability and reporting
  • Guided by the DRC policies and procedures, continuously monitor and develop relevant accountability initiatives.
  • Ensure compliance with internal and external reporting requirements.
Essential qualities and experiences: 
  • University degree in Civil Engineering.
  • At least 3 years of Professional experience and technical knowledge in humanitarian/development assistance-related assignments with working experience in climate change resilience, NRM&DRR interventions, Agriculture and CFW approach.
  • Strong track record of community engagement, participatory planning, and community-based approaches to deliver sustainable assistance
  • Proven ability to draft accurate and timely BoQs as well as infrastructure designs (using appropriate software such as AutoCad) related to resilience activities
  • Experience in coordination and networking;
  • Good level of analytical and report consolidation/writing skills and experience;
  • Good knowledge of basic computer application software including advanced MS Office applications (Excel, Word, PowerPoint, etc.) and other relevant utilities required for the job.
  • Ability to use advanced communication systems such as Skype, Email, Internet, Microsoft team and others.
  • Ability to work in a challenging environment and to travel extensively in the assigned areas.
  • Ability to work with a diverse group of stakeholders and develop consensus, compromise and joint working;
  • Excellent communication skills with English and Arabic languages, both verbal and writing;
  • Willingness and ability to work in multicultural and difficult environments, in often stressful and critical situations; and Openness to learning, flexibility, and able to easily adapt to changing circumstances.
