The Economic Recovery Specialist will provide technical support related to DRC’s Resilient Youth, Socially and Economically Empowered (RYSE) project Assessment after a 3.5-year implementation period commencing in 2020. In addition, the specialist will provide technical support for other Economic Recovery activities such as home-based business and self-employment/ start-up and expansion, on-the-job training and job placements, as well as with the implementation of economic recovery activities in Azraq camp. This includes leading the revision and delivery of internal skills training materials, review and rollout of tools and standard operating procedures (SOPs) as well as quality assurance monitoring of technical economic recovery activities. The Economic Recovery Specialist will also feed into the sectoral strategy, and support effective information management within the Economic Recovery Unit

About the job

The individual will report directly to Economic Recovery Manager. Your main duties and responsibilities will be:

Technical Oversight and Field Support (80%):

Main deliverables

Working closely with the other members of the Economic Recovery Units (Technical and Field) to:

  • Lead the development, field rollout, MEAL forms and review of new and existing trainings, such as Business Advancement Training, Employability Training and Decent Work Training, for businesses and Develop relevant tools and SOPs for the new trainings.
  • Lead the review and updating of SOPs pertaining to DRC’s wage employment, on-the-job training, home-based business, and self-employment pathways, and revised Business Support Group and Savings and Credit Group methodologies, ensuring standardisation across DRC’s economic recovery programming
  • Train field staff on updated SOPs and continually monitor staff performance and provide technical support to ensure compliance with SOPs, raising any issues or challenges internally within the Ec Rec Unit.
  • Liaise and coordinate with the external consultants on the Impact Evaluation Of The Graduation Approach consultancy and the System Analysis Of Self-Reliance consultancy.
  • Work as a focal point for the RYSE consortium and coordinate with all the implementing partners
  • Liaise and Follow up with the Technical and Vocational Skills Development Commission’s (TVSDC) and external consultants on the National Occupational Standards development.
  • Co-lead the Impact Evaluation dissemination session on the consultancies mentioned above
  • Review the draft report and share comments and feedback
  • Support the Partnerships team with mapping of private sector entities and market assessments to inform design of projects that support microbusiness and improve employability of vulnerable Jordanians and refugees.
  • Meet regularly with livelihood field teams to develop and follow-up on work plans, as well as identify technical challenges and develop contextually grounded solutions.
  • Visit program activities regularly, provide support and feedback to livelihood staff on technical approaches and methodological issues within the realm of home-based business and self-employment pathways
  • Assist in translation of technical documents from English to Arabic and review of outsourced translations for quality assurance
  • Identify areas for continual improvement of DRC’s livelihood activities by capturing and sharing key challenges, articulating obstacles and proposed solutions, and identifying success stories to highlight.
  • Participate in all project kick-off meetings as well as systematic project review discussion.
  • Collaborate with the Economic Recovery Manager in organizing and facilitating workshops, learning events or training sessions for local communities and stakeholders on economic recovery pathways.
  • Facilitate knowledge-sharing sessions and cross-learning opportunities within the Economic Recovery Unit, encouraging team members to share insights, challenges, and successful strategies from their field experiences.
  • Collaborate with relevant stakeholders, including local authorities, non-governmental and governmental organizations, and private sector entities, to establish and strengthen partnerships that support the sustainability and scalability of economic recovery initiatives as needed.
  • Support Acting Economic Recovery Manager with any additional tasks requested (including development and roll-out of coaching and labour market assessment training & SOPs), including coordination with field teams and technical support for RIF technical assistance to be provided by DRC Jordan to FINCA

Programmatic Data Analysis and Advocacy (10%):

  • Coordinate the MEAL unit to revise Economic Recovery tools on the Gamma database, ensuring technical field teams have full understanding of their use and relevance to programs.
  • With the support of the MEAL unit and Economic Recovery Manager, collate and analyse programmatic evidence and contextual information to inform economic recovery programme development as well as livelihood advocacy messages
  • With the support of the MEAL unit and Economic Recovery Manager, review beneficiary and programmatic data to identify programmatic issues and potential message topics
  • Develop monitoring and learning reports together with the MEAL unit

Strategy Design and Development (10%):

  • Support the design of new programming through provision of field evidence or collating inputs from the field team
  • Support the drafting of new project concept notes
  • Any other tasks as requested by the Economic Recovery Manager or Head of Programmes

About you

  • Bachelor’s degree in one of the following: Business and Administration, International development, social sciences, international relations, human rights. Masters preferred.
  • At least four years proven and successful track record as technical advisor or project officer in the field of livelihoods;
  • Knowledge of economic recovery programming, particularly support to microbusiness and home-based business start-up and expansion in Jordan, as well as employment context for formal and informal jobs
  • Excellent verbal and written skills in English and Arabic
  • Proven experience in livelihood programming, private sector engagement or economic development;
  • Experience working in Jordan with a range of a local partners in the field of economic empowerment and/ or livelihoods
  • Experience with project cycle management and project management tools such as logical frameworks, work plans, and monitoring plans.
  • Experience in external representation, including to private sector actors
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny
  • Fluency in English and Arabic

Ideally, you also have

  • Ability to communicate technical information in an easy to understand, informative and collaborative manner
  • Experience in designing and delivering training
  • Knowledge of market systems development, social protection and/or integrated programming with protection
  • Strong analytical skills and experience of working with data
  • Good knowledge of the Core Humanitarian Standards or other accountability measures/standards
