The primary responsibility of the EcRec Team Leader (FS-GFA) is to oversee and manage the General Food Assistance (GFA) project in addition to other EcRec tasks in the specified area. The role will be based in Hajjah, Yemen, where DRC is implementing the project to address severe food insecurity among the most vulnerable host and internally displaced households in the Abs and Aslam districts. The EcRec Team Leader (FS-GFA) will be actively present in the field, ensuring the smooth implementation of distributions and data collection activities. Given the ongoing conflict and food crisis in Yemen, this role plays a critical part in providing assistance to those in need.
Main responsibilities:
Team Management and Leadership:
- Assume responsibility for managing and leading a team engaged in the General Food Assistance Project (GFA). Provide guidance, support, and supervision to team members to ensure the effective implementation of the project.
Planning and Design of GFA Activities:
- Develop plans and strategies for the implementation of GFA activities in coordination with project stakeholders. Organize and oversee the execution of planned activities to achieve project objectives.
- Participate in the technical design of GFA activities, including assessments, evaluations, and beneficiary mapping. This involves gathering field information, consulting with the community, and engaging in discussions with the team.
- Guide project staff in overseeing, monitoring, reporting, conducting field missions, spot checks, and evaluations.
- Ensure that the selection process and criteria for beneficiaries are applied before any implementation takes place.
- Prepare the work plan for assigned GFA activities.
- Ensure the integration of protection and gender mainstreaming in parallel with the project.
- Take responsibility for ensuring timely preparation of payments.
- Work closely with other DRC support teams to ensure the accurate and appropriate implementation of the project within DRC policy.
- If necessary, participate in other EcRec interventions, including needs assessments, community consultations, and technical design of interventions.
Coordination:
- Explain the project’s activities and objectives to partners and the local population.
- Participate in FSAC and WFP meetings in Hajjah if required.
- Attend all WFP, FSAC, and related food security and EcRec meetings and workshops in Hajjah.
- Work closely with other members of the DRC team to ensure an integrated approach to meeting the population’s needs, including the integration of malnutrition prevention in programs.
- Actively participate in the preparation and smooth organization of visits from donors, if they occur.
- Coordinate with governorates, district offices, local representatives, and community committees to build relationships and networks with stakeholders and enhance cooperative efforts.
- Establish and maintain good relations with local authorities and stakeholders in Hajjah governorate and seek their support when needed.
Reporting:
- Responsible for submitting all daily reports to WFP Hajjah.
- Responsible for submitting weekly reports and other internal information or reports to the EcRec manager and base manager, as needed.
- Ensure that all reporting and information requests from the donor are met within the specified deadlines.
- Maintain the quality and accuracy of data/information collected in the field.
- Ensure documentation of project progress and the monitoring and evaluation framework.
- Keep the GFA LM informed of activities, problems, and successes.
Security:
- Contribute to the collection of information related to safety in the intervention areas and report to the head of the base.
- Ensure that the project, methodology, and selection criteria do not endanger beneficiaries, DRC staff, or any other individuals.
- Report any incidents to DRC.
Essential qualities and experiences:
- A degree in an agronomy, nutrition or EcRec related discipline (rural development, sociology, economy, etc.)
- Training in Project Management
- Experience in a Food Security and EcRec program (food assistance/cash based programming/ EcRec support…). At least three years’ Experience in managerial position.
- Preferably experience in humanitarian INGOs/NGOs.
- Good community mobilization skills
- Understanding of, and commitment to, humanitarian principles and minimum standards such as Red Cross Code of Conduct
- Motivate and able to work independently and good team player.
- Ability & willingness to travel to the field
- Works well under pressure and in meeting deadlines
- Strong interpersonal and communication skills
- Highly organized with excellent ability to coherently lead diverse spread out teams..
Languages: (indicate fluency level)
- Good English language (written and spoken)
- Excellent report writing skills including editing the work of others
- Fluency in Arabic language (written and spoken)
