Introduction

DRC is an International Non-Governmental Organization working in Kigoma Region, Tanzania mainly providing humanitarian assistance and promoting durable solutions to Burundian and Congolese refugees in Nduta and Nyarugusu refugee camps since 2015 based on humanitarian principles and human rights. DRC is delivering an integrated multi-sectoral assistance program that combines Camp Coordination and Camp Management, Protection, Livelihoods, Community-Based Protection, General Food Distribution, Water, Sanitation, and Hygiene, and energy and environment projects to address the population’s needs. DRC has also been supporting the host communities through the implementation of various projects such as water-related projects, infrastructures such as in schools, and livelihood projects such as; agricultural support, Vocational Skills Training, and financial inclusion programs as well as energy and environmental projects.

An Economic Recovery Team Leader Energy and Environment, under the management and supervision of the Economic Recovery Manager and in close collaboration with UNHCR, the camp-based government coordination bodies and Local Government Authorities will be responsible for overseeing the implementation of Energy and Environment activities in Nyarugusu and Nduta refugee camps and surrounding refugee hosting communities. The Economic Recovery Team Leader is therefore expected to be flexible to work in different locations over the course of the programme.

Geographic scope: Area (Nduta/Nyarugusu refugee camps and respective Host communities)

This role has an area focus and ensures compliance with DRC procedures and guidelines within the country. Overall responsibility includes quality and timely management of energy and environment projects in refugee camps and host community villages across the Kigoma region, as well as supervising energy and environment sector project teams, representation at relevant clusters and Working Groups, and coordination with implementing partners. This role is based in Nduta/Nyarugusu and supports the host communities respectively.

Tasks and responsibilities of the position:

Technical:

  • Develop, coordinate, plan, implement, monitor, and report on DRCs Energy and Environment Programming with a special focus on; alternative energy sources for cooking, forest protection (including forest patrol/environmental awareness/education, etc.), and capacity-building activities on environment/forest and land restoration.
  • Work with established community-based structures in the community and be solution-oriented in terms of challenges arising from individual activities and the program as a whole.
  • Contribute to developing a new sustainable environment/Economic Recovery initiative/proposals and fundraising relating to emergency and longer-term response.
  • Closely work with the DRC CCCM team on firewood distributions to Persons with Specific Needs.
  • Jointly with others further improve the linkages between Energy and the Environment and the creation of Income Generating Activities for Tanzanian nationals.
  • Support the development of awareness curricula, and energy and environment materials for the implementation of a comprehensive training and awareness package.
  • Ensure implementation of Energy and Environment activities are in compliant with the Core Humanitarian Standards (CHS) and the DRC Code of Conduct (CoC);

Project Management

  • Ensure targets are met under DRCs agreements with multiple donors, to be accountable to the stated goals of the program.
  • Providing technical inputs to the program throughout the project cycle.
  • Oversee proper documentation of activities implemented and actors/beneficiaries involved
  • Undertake regular field/onsite visits to ensure technical support to Economic Recovery staff and proper monitoring of the activities implemented in the area of operation.
  • Work with the Economic Recovery Manager and MEAL team to ensure the M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
  • Ensure lessons learned are documented, shared, and reflected in program planning and decision-making.
  • Ensure that timely and quality project narrative reports are provided according to donors requirements.
  • Provide budget monitoring and expense control including compliance with minimum DRC and donor requirements.

People Management

  • Foster and ensure Economic Recovery Officers and Assistants maintain productive, supportive, and respectful relations with Incentive Workers and/or Village Agents employed in the program.
  • Daily management of Economic Recovery Officers and Assistants including timely implementation of the project activities.
  • Provide support, direction, and on-the-job coaching to Economic Recovery Officers, Assistants, Incentive Workers, and/or Village Agents.
  • Ensure continuous capacity building among Economic Recovery staff in handling the Economic Recovery programming.
  • Foster and maintain excellent working relationships with key humanitarian actors local and international, including government authorities and non-state Actors, and private sectors through regular attendance at technical meetings and bilateral meetings. These include MoHA colleagues and the Tanzania Forestry Services staff.
  • Liaise closely with other DRC sectors- protection and camp management to ensure productive coordination and smooth implementation of the program activities.

Experience and technical competencies: (include years of experience)

  • The applicant must possess a minimum of 3 years experience in energy and environment programmes and demonstrate experience in energy and environment programmes with a specific focus on; (i) Development and management of tree nurseries, (ii) afforestation and sustainable forest harvesting techniques, (iii) building capacities of community-based environment/forestry committees, (iv) sustainable agricultural

energy – bio-briquettes and cooking energy-efficient stoves and (vi) Land/natural resource use planning at village/ward level.

  • Experience in local governance, community development, and participatory development programming are highly advantageous.
  • Experience in working with Local government Authorities in planning to implement and monitor energy and environment programs.
  • Previous experience working with refugees or IDPs and Host communities members.
  • High level of computer literacy and associated software (Microsoft Word PowerPoint and Excel, SPSS)
  • Experience in Geographic Information System (GIS) software/tools for forestry/environmental management.
  • Excellent written and oral communication skills in English.
  • Experience with supervising and diverse teams in terms of sex, race, faith, age, etc.
  • Gender-sensitive.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well able to engage with community members openly, maintain confidentiality and respect;

Education: (include certificates, licenses, etc.)

  • University Degree in Forestry, Environmental Science and Management, renewable energy, Agricultural Engineering, Natural Resources Management, and other related fields. A masters degree is an added advantage.

  • Fluency in English

Conditions

  • Contract: DRC staff contract, including a probation period of 3 months. Renewables depend on both funding and performance. Salary and conditions in accordance with the Danish Refugee Councils Terms of Employment for Expatriates. The position is placed in Employment Band F-nonmanagement.

Reports to: – Economic Recovery Manager.

Supervise: – Economic Recovery Officer- Energy and Environment, Economic Recovery Assistant – Energy and Environment, Incentive Workers, and Village Agents.

Duty Station: – Nduta / Nyarugusu refugee camps and Host communities.
