THE SCIENCE, TECHONOLOGY AND INNOVATION DIRECTORATE

The OECD Directorate for Science, Technology and Innovation (STI), in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Science and Technology Policy Division (STP) of the STI is responsible for developing evidence-based policies that (i) encourage cooperation among OECD Members Countries and with Partners, (ii) support good policy practices and analysis in areas such as human resource development and mobility; the strengthening of links between research, higher education and innovation; national and regional research and innovation systems; mission oriented research and innovation policies; policies that promote inclusivity, and policies for anticipatory governance of emerging technologies, and (iii) help policymakers reorient STI systems towards addressing global challenges, in particular climate change and the green transition.

THE POSITION

STI/STP is looking for an Economist/Policy Analyst to support policy and economic analysis with specialised expertise and experience in the areas of industrial biotechnology, technology for climate change mitigation, bioeconomy, carbon management and advanced manufacturing to address the economic and sustainability needs of the future.  Among other things, the position will require the analysis of the technological transformation of industrial production processes across phases of technological development from research and development to commercialisation and scale-up. 

The selected person will work under the supervision of senior managers within STP, particularly within the Working Party on Biotechnology, Nanotechnology and Converging Technologies, and under the responsibility of the Head of the Science and Technology Policy Division.

Job Description

Main Responsibilities

Analysis and drafting

• Carry out policy and economic analysis on key dimensions of technology policy for climate and health, with attention to the bioeconomy and circular economy.
• Write clearly expressed reports and other written matter that is understandable to non-technical readers, particularly senior policy makers.

Meetings, liaison and communication

• Manage an expert task force or steering group in relevant subject areas.
• Maintain existing and establish new professional contacts within the OECD, with Delegations and outside individuals and organisations in the field of biotechnology, bioeconomy and circular economy.
• Liaise with relevant processes at the UN, G20, G7, and other international high-level forums.
• Contribute to the organisation of, and participate in, meetings of communities of stakeholders involved in the relevant subject matter described above.
• Contribute to the external visibility of the work of the STP Division and Working Party on Bio-, Nano- and Converging Technologies, for example by participating and presenting work at workshops, conferences, etc., and developing contacts with the press and sector specific media.
• Propose and lead projects and workshop topics, draft proposals and Terms of References, and seek opportunities for new projects.

Qualifications

Ideal Candidate Profile

Academic Background:

• An advanced university degree in science and technology policy and/or biotechnology.

Professional Background:

• Minimum three, preferably five years’ experience in policy analysis, preferably acquired in (i) a national or international administration, such as a Ministry or regulatory agency dealing with research and innovation and/or the bioeconomy, (ii) a private sector agency or an organisation working closely with such national or international administrations, (iii) an academic setting, (iv) relevant private settings.

Languages:

• Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Core Competencies

• OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).
• There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Additional Information

Contract Duration

• Thirteen-month fixed term appointment, with the possibility of renewal.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.

What the OECD offers

• Monthly base salary starting from 7,738 EUR plus allowances, based on eligibility, exempt of French income tax.
• Please note that the appointment may be made at a lower grade depending on the qualifications and professional experience of the selected applicant.
