Organizational Setting

The Emergency Centre for Transboundary Animal Diseases (ECTAD) of the Food and Agriculture Organization of the United Nations (FAO) is implementing the project “Immediate technical assistance for animal health systems to address emerging and priority zoonotic diseases and health threats in Myanmar” with funding from the United States Government USAID. The USAID-funded project aims to strengthen animal health systems to reduce the risks and impacts of emerging infectious diseases, antimicrobial resistance (AMR), and bio-threats through an inclusive One Health approach. ECTAD in Myanmar also implements components of regional projects that are led by the ECTAD Regional office in Bangkok (ECTAD RAP). The FAO Representation in Myanmar manages ECTAD in Myanmar operationally; the ECTAD Regional office in Bangkok provides technical oversight and management. ECTAD in Myanmar implements national and regional projects.

Reporting Lines

Under the overall supervision and guidance of FAO Representative in Myanmar, in close collaboration and consultation with Assistant FAOR (Programme), in close collaboration with the ECTAD Regional Manager in the FAO Regional Office in Bangkok (ECTAD RAP), other international and national consultants, respective stakeholders, implementation partners and the project’s other technical specialists, the incumbent will perform the following tasks:

Technical Focus

Project management, addressing emerging and priority zoonotic diseases and health threats, one health approach, collaboration with international, national and government partners to contribute to the successful implementation of FAO ECTAD programme in the country by undertaking following tasks and duties.

Tasks and responsibilities

• Act as FAO ECTAD in Myanmar focal point to support the FAO Representative and national ECTAD team, and facilitate collaboration between international consultants and the authorities at all administrative levels;
• Facilitate access to data and information pertinent to emerging disease threats including avian influenza;
• Coordinate and mainstream a One Health (OH) approach in the ECTAD-Myanmar programme in line with national and regional OH priorities;
• Ensure smooth project implementation, through collaboration with national consultants, including,
o Liaise with the respective stakeholders and arrange meetings;
o Prepare project documents, work plans and budgets, and translate documents;
o Supervise national staff work schedules;
o Monitor and update project work plans, human resource plan;
o Review and monitor stock list and update procurement plan.
• Help finalise equipment and supplies lists required for project implementation and help prepare detailed specifications for international/local procurement;
• Assist with and facilitate workshops and training sessions in Myanmar in collaboration with international and national consultants;
• Participate in international and regional trainings/workshops/events as required;
• Prepare workshop concept notes and proceedings, including technical briefing documents, as required;
• As required, contribute to the project proposal preparation (such as Pandemic Fund, USAID Fund), and frameworks (e.g. County Programming Framework-CPF, UN Transitional Cooperation Framework-TCF) in collaboration with other international and national consultants, and FAO country office; and
• Carry out related duties.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in veterinary science, or related field
• At least seven years of experience with emerging and zoonotic diseases prevention and control, and One Health approach
• Working knowledge of English
• National of Myanmar

• Fluency in spoken and written Myanmar/Burmese and English
• Proficiency in MS Office
• Willingness and ability to travel to remote, rural locations

• Relevant advanced degree is preferable
• Experience with zoonotic disease control and One Health approach
• Relevant experience with UN agencie, especially FAO
• Familiarity and expertise in emerging disease threat prevention and control
• Experience engaging with diverse stakeholders, from livestock owners to ministerial staff
• Extent of relevant experience with internationally funded projects
• Familiarity and experience with One Health
• Experience with organizing participatory workshops
• Experience with team management
