Under the overall guidance and supervision of the team lead of Carbon Markets and Energy Finance portfolio of the UNDP ASFH, the consulting firm will carry out the following tasks:
A.1 Report 1: Africa Carbon Market Resilience in Political Shifts
This workstream is the highest priority and must be completed in full by 30 July 2026. The consulting firm will:
· Conduct a thorough technical review and quality assurance of the existing report, checking for internal inconsistency, factual accuracy, appropriate sourcing and citation, and alignment with UNDP knowledge product editorial standards;
· Identify and correct areas requiring clarification or correction by the ASFH technical team and prepare a structured QA review note documenting findings before submitting revised versions;
· Format the full-length report to UNDP corporate standards, including consistent heading hierarchy, typography, table and figure formatting, footnotes, acronyms list, and bibliography;
· Develop an abridged version of the report (approximately 10-15 pages) capturing key findings, analysis, and recommendations in a condensed, reader-friendly format suitable for policy and practitioner audiences;
· Develop a policy one-two pages (maximum two sides of A4) presenting the core messages, key findings, and strategic recommendations in plain language suitable for senior decision-makers and non-specialist audiences;
· Infographic presenting a visual summary of the report for high-level stakeholder communication;
· Design a professional roll-up banner (85cm x 200cm, print-ready) for use at the launch event, incorporating UNDP and ASFH branding, the report title, and key visual elements consistent with the report’s design language;
· Design and deliver a QR code linking to the UNDP knowledge product landing page for the report,
from which all available versions, including the full report, condensed version, policy one-pager, and infographic outputs, can be accessed and downloaded as screen-optimised PDFs suitable for sharing during meetings and stakeholder engagements.
A.2 Report 2: Strategic Assessment of African Countries’ Emissions and potentials for International Carbon Markets
The consulting firm will:
· Conduct a comprehensive review and quality assurance of the existing report, assessing analytical framework, data accuracy, country-level data consistency, sourcing, internal logic, and compliance with UNDP knowledge product editorial standards;
· Prepare a structured QA review note documenting findings and recommended revisions for ASFH consideration before formatting proceeds;
· Format the full-length report to UNDP corporate standards, incorporating all agreed revisions;
· Develop a short version of the report (approximately 10-15 pages) summarizing the assessment framework, key country-level findings, and strategic recommendations;
· Develop a policy note one-two pages (maximum two sides of A4) presenting the most policy-relevant findings and recommendations in accessible, plain-language format;
· Design and develop an interactive map or data visualization tool presenting country-level data from the report in a visually compelling, user-friendly format enabling users to explore country emissions profiles, readiness indicators, and carbon market positioning. The format (web-based dashboard, GIS-based map, or equivalent) shall be agreed with the UNDP ASFH team at the inception stage;
· Design and deliver a QR code linking to the UNDP knowledge product landing page for the report, from which all available versions, including the full report, condensed version, policy one-pager, and infographic outputs, can be accessed and downloaded as screen-optimised PDFs suitable for sharing during meetings and stakeholder engagements.
A.3 Report 3: Cameroon Carbon Market Framework
The consulting firm will:
· Review the existing Cameroon Carbon Market Framework document together with the validation report and all stakeholder feedback, recommendations, and new data received following the validation process;
· Develop a revised and finalized version of the Framework by integrating all validated inputs, updated analysis, and approved recommendations into a cohesive and logically structured document, ensuring intersectoral alignment and coherence with relevant national legal, policy, and institutional frameworks, including the Arrêté Ministériel du 14 mai 2024, the NDC 3.0 framework, and sectoral mandates of key ministries;
· Strengthen the methodological robustness of the Framework and enhance the coherence of the proposed institutional arrangements for carbon market governance in Cameroon;
· Improve the structure and readability of the document by incorporating graphic-based chapter summaries and end-of-chapter visual highlights of key findings, challenges, opportunities, and recommendations;
· Format the final document in line with UNDP corporate standards, ensuring consistency in structure, terminology, and analytical approach with the ASFH knowledge product suite;
· Develop a concise policy brief (10–15 pages) (English and French) for practitioners and policymakers, summarizing the carbon market assessment framework, key considerations for policymakers and project developers, and strategic recommendations to support implementation and engagement;
· Prepare a bilingual Executive Summary (English and French) capturing key findings, strategic messages, and policy implications for high-level dissemination;
· Design a simplified infographic (English and French) presenting the overall carbon market readiness assessment and key messages to support executive communication and stakeholder engagement;
· Prepare a revision log (maximum two pages) summarizing substantive changes made relative to the pre-validation version.
· Design and deliver a QR code linking to the UNDP knowledge product landing page for the report, from which all available versions, including the full report, condensed version, policy one-pager, and infographic outputs, can be accessed and downloaded as screen-optimised PDFs suitable for sharing during meetings and stakeholder engagements.
A.4 Inception and Overall Coordination
At the start of the assignment, the consulting firm will:
· Submit an Inception Report within two weeks of contract signing, confirming the approach to each workstream, proposed timeline, format and design specifications, and any clarifications required before work begins;
· Participate in regular technical coordination meetings with the ASFH team to review progress, share draft outputs, and incorporate feedback;
· Submit a brief final completion note summarizing all outputs delivered, key editorial and design decisions, and recommendations for future knowledge product development.
