THESO is seeking to recruit an Education Advisor for its South Sudan program to be based in its Operations Office in Juba working closely with the administrative office in Washington DC.

Position Summary:

The Education Advisor leads THESO’s initiative for South Sudan’s education system reform and transformation implementation and provides oversight of THESO’s Education-focused activities. In this capacity, s/he provides programmatic leadership and technical oversight in the design and implementation of THESO’s Education activities and works closely with the technical team, partners, and advisors to provide guidance, coordination, and quality control of technical outputs.

Supervisory Responsibility:

This position reports to the Program Director. The position will create and supervise a team of 5-8 staff members depending on needs, including staff who will be embedded at the National Ministry of Education.

Responsibilities

Primary Responsibilities: – Serve as a focal point for THESO’s reform and transformation of the national education system, and core curricula at all levels of education: early childhood, pre-primary, basic (primary + lower secondary), and upper secondary. As a result, the core curricula will form a coherent line throughout the entire education system.

The reforms and transformation aim to build on the strengths of the South Sudanese education system and, at the same time, to meet the challenges of a rapidly changing and complex world. There are issues connected especially with the meaningfulness of learning, the engagement and well-being of students as well as with educational equality, for which new approaches are to be developed. The leading principle in South Sudanese educational thinking is that equal and high-quality education is the best way to respect children and childhood and to build a sustainable future for both individuals and the whole country. The purpose of education is to promote life-long and life-wide learning, holistic development, and well-being of all learners, as well as to improve their skills for living sustainably. THESO remains focused on technical assistance to the Ministry which is focused on our vision of improving the education system to ensure improved quality human capital development outcomes.

  • Develop, monitor, and oversee workplan implementation related to the Education sector and manage day-to-day education program operations and activities, ensuring high-quality and timely deliverables.
  • Engage in effective collaboration and communication between the education program team, technical advisors and leads, the MEL team, the operations team, and the Communications team to ensure THESO’s education activities are implemented in coherence with other activities as needed.
  • Work closely and solicit inputs from THESO’s partners’ Technical teams to ensure coherence, technical guidance, quality assurance, and quality outcomes of education programs.
  • Work closely and coordinate THESO’s work at MoE with the Donor Coordination Unit through regular meetings and day-to-day communication and coordination.
  • Work closely and coordinate THESO’s work with the National Center for Curriculum Development (NCCD) through regular meetings and day-to-day communication and coordination
  • Manage the implementation of THESO’s education activities with an emphasis on capacity building and Organization Culture and Behavior change of MOE partners, sub-contractors, and other relevant stakeholders.
  • Support requisition efforts of educational consultants and services by writing quality TORs and facilitate consultants’ and vendors’ engagement with the education programs team and counterparts towards achieving THESO’s objectives.
  • Improve the capacity of GRSS entities that support education programs at the state and county levels to develop leadership, managerial, and supervisory skills to effectively implement policies and regulations regarding improved learning outcomes and positive youth development.
  • Manage, supervise, and mentor the education team, including contributing to performance management and professional development initiatives.
  • Support education program communications effectively communicate the program’s impact to internal and external audiences and contribute to regular project reporting.
  • Other duties as assigned.

Qualifications

Required Skills & Qualifications:

  • Master’s degree in international development, Education, Project Management, or related field required, or work equivalent work experience.
  • At least 10 years of project implementation experience, strategic planning, systems strengthening, and/or policy reform preferably in higher middle-income countries;
  • Experience with reform of the national core curricula at all levels of education: early childhood, pre-primary, basic (primary + lower secondary), and upper secondary.
  • Specific experience in education reform, institutional capacity building, and working in crisis-affected environments;
  • Demonstrated experience working on complex projects with multiple government agencies, actors, and other stakeholders at the national, district, and local levels;
  • At least Five (5) years of demonstrated experience in managing staff effectively;
  • Ability to lead strategic planning sessions and contribute to annual work planning
  • Experience in Monitoring and Evaluation is highly desired; and
  • Excellent verbal and written communication skills;
  • Professional proficiency and fluency in written and spoken English and Arabic
