General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of the conflict-affected population. Since its establishment, Orange has partners directly with affected Syrian populations delivering programs spanning sectors, including humanitarian and development programs, in the Early Recovery and Livelihoods, Food Security and agriculture, Education and Protection, WASH, and Shelter, in addition to long-term impact interventions focusing on the economic empowerment and the local value chains improvements to enable targeted communities to improve their living practices and their sustainable mechanisms. Orange collaborates with a variety of national and international non-governmental organizations, as well as local initiatives, to adopt a community-based approach that leads to improving the response’s impact on the humanitarian crisis and provides sustainable and alternative solutions.

Job Purpose:

Since its establishment, Orange has prioritized education as one of the long-term effective interventions to mitigate the ongoing crisis’s effects and to participate in delivering sound and dignified education to children critically affected. With high sensitivity and care to the well-being of children of targeted communities, Orange was able to expand its education interventions by focusing on formal and non-formal education delivery. Orange also maintains high ambitions to support the institutional capacity building of the active entities represented by the local education directorates and associated institutions. As essentially linked, Orange applies a comprehensive approach to deliver direct and indirect protection services to the targeted beneficiaries of education activities.

The Education Manager will be responsible for the overall design and implementation of Orange’s education and protection programs within Orange’s program framework and in line with Orange’s standards. Leading the respective projects’ managers and coordinators, The Education Manager will be the senior responsible for supervising the management of the program collective budgets, monitoring the spending performance, reviewing relevant technical tools, and updating and supervising the application of the program technical and managerial standards. The Education Manager will also be responsible for improving the ongoing and building new partnerships with donor and international partners to sustain Orange’s education and protection intervention in the respective country (Syria).

Duties, objectives and competencies:

Program Development and Quality (30%)

  • Develop and revise the best practice guides, manuals and other technical resources to improve the quality of Orange’s education and protection programs.
  • Improve the program implementation tools to enhance the quality of the desired deliverables.
  • Support the program strategy development and contribute to conducting a stakeholder analysis and identifying potential partnership opportunities, pre-positioning with donors, and developing technically sound proposals.
  • Build needs-focused intervention by participating in implementing the required needs assessment and identifying research and evaluation priorities.
  • Supporting the design of proposals and the development of proper monitoring plans, directly engaging in the design and development of large RFAs, RFPs, and other proposals, and drafting, reviewing, and editing other proposals on an ongoing basis.
  • Be the primary provider of technical support and guidance for education and protection programming, emphasizing design, implementation, monitoring and resource mobilizations.

Project implementation (35%)

  • Lead the implementation of the education and protection projects, ensuring timeliness and delivery according to the activity plan and results in the framework.
  • Provide all required technical support to the project managers and coordinators to deliver respective projects’ activities as per Orange’s program quality standards.
  • Ensure that education and protection interventions align with donor and Orange’s standard compliance with best practices and all internal policies and procedures.
  • Ensure participation of the community in the implementation of the projects through appropriate mechanisms, ensuring the projects address the needs of the most vulnerable;
  • Manage and revise projects operational plans based on a plan submitted to donors and in accordance with Programme Management Tools.
  • Work with project team and link with the Senior Management Team on progress and encountered challenges.

Staff Management (5%)

  • Supervise a team directly consisting of project managers and coordinators to ensure effective and efficient programme implementation, partnership relationships and operational systems.
  • Ensure a clearly defined structure, up-to-date job description, and reporting mechanisms for each team member under the respective supervision in line with Orange’s HR policies and procedures.
  • Hold regular coordination meetings with key team members and regular meetings with SMT to discuss issues, ensure strong communication and learn from each other.
  • Contribute to team capacity building and set up training plans to enhance team members’ technical capacity.
  • In cooperation with Orange’s human resources, participating in project staff performance appraisal, and identifying required skills and capacity development.
  • Maintain a sound teamwork environment and hold responsible for maintaining Orange’s organizational and humanitarian ethical approach.

Procurement (10%)

  • Revise education and protection projects procurement plans and oversee procurement implementation to ensure all services/supplies are provided within the projects’ timeline/work plan;
  • Contribute to setting up procurement criteria according to required items with support to the procurement team to ensure best value for money practices are met.

Financial management (5%)

  • Monitor spending performance of the respective projects and lead BVA meetings with the relevant departments in accordance with Orange’s financial procedures and guidelines.
  • Revise the education and protection projects expenditure plan and ensure that the programme is implemented within the agreed/approved budget and timeframe.

Reporting (5%)

  • Review education and protection projects reports and support producing high-quality and sound technical reporting as per Orange’s reporting standards.
  • Participate in Orange internal and external reporting as requested by the senior management team.

Networking (10%)

  • Represent Orange’s at different local coordination forums, national forums, and other working groups related to education and protection programming.
  • Maintain communication and experience sharing with the partner organisations and other stakeholders to ensure the efficiency and effectiveness of project activities and promote best practice.
  • Regularly provide briefings on Orange’s relevant projects, emerging issues, and developments in Orange’s areas of operation to a range of audiences, including Orange’s staff, donors, the media, UN agencies, inter-agency networks, etc.

Requirements:

  • Bachelor’s degree in relevant field of study, MA is preferred;
  • At least 7 years of proven work experience within the field of education. Field and/or formal institutional experience will be desired.
  • At least 5 years of NGO work experience or leading LNGO with increasing responsibility.
  • Excellent proven technical knowledge of formal education, non-formal education, learning methods development, child protection, GBV, and all other relevant area of knowledge.
  • Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders.
  • Excellent reporting skills.
  • Sound judgement and ability to make impartial recommendations;
  • Experience in programme development, management and monitoring & evaluation;
  • Very good computer skills including MS office.
  • Excellent English language skills (spoken, written, and reading)
  • Hard-working, proactive, and able to prioritise and delegate a demanding workload.
