Recognizing children, adolescents and youth have a right to participate in decisions that affect their lives, a right to a healthy and safe environment, and a right to protection from harm, UNICEF is calling for governments and businesses to address the climate crisis through reduction in greenhouse emissions, increased investment in children’s awareness and climate literacy, and by engaging young people in environmental and climate related policy making.

Context

In line with this goal and strategy, UNICEF East Asia and Pacific Regional Office (EAPRO)’s Education Section supports UNICEF Country Offices in 13 countries across the region in delivering quality inclusive education to all children. UNICEF EAPRO Education Section also works with partners at the regional level to carry out joint advocacy, capacity building and knowledge generation.
This UNV assignment is designed to support UNICEF EAPRO Education section to carry out education data analysis to strengthen its knowledge base for supporting evidence-based education programming and advocacy at the regional and country levels.

Task description

Within the delegated authority and under the supervision of Education Specialist or his/her designated mandated representative(s), the UN Volunteer Education Data Specialist will:
• Support the implementation and update of the EAPRO Education Resource Mobilization strategy with in-region and global donor;
• Support the creation, revision, and timely updating of fundraising tools such as the creation of comparative advantage narrative for funding UNICEF, per output, creation of one-pager pitch concept notes per output, and creation of concise donor friendly CPD 2-4 pager and Powerpoint.
• Liaise with UNICEF Partnership staff and entities both regionally and globally to keep abreast of the latest trends in donor funding patterns and trends for Education;
• Liaise with HQ and Country offices to enhance the GPE-UNICEF partnership at the country level in the region;
• Support 2 mapping exercises to quantify the opportunity in key priority market;
• Lead the coordination, creation and quality assurance of proactive and reactive proposals and concept notes, managing timelines and deadlines and quality assurance;
• Contribute to the Section’s overall engagement with existing donors, including contribution to donor report and proposal development, as well as donor visibility.
• Support strategic education partnerships for UNICEF through identifying and collaborating with partners in the sector.
• Support development of effective engagement strategies, implementation plans and advocacy material for maximum impact, outreach and resource mobilization.
• Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute with articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs
• As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including:
• Creation of operational workplan for Education Resource Mobilization strategy, with actions, milestones, timelines and deadlines;
• Completion of powerpoint and 2-4 pager on overview of RO work in education
• Investment cases and 2-pagers on regional/country work in thematic areas contributed to and updated in consultation and coordination with Knowledge Management focal point and UNV Data Specialist.
• Creation of standard text on comparative advantage of UNICEF in Education related to thematic areas such as girls education, climate change in education, etc. for use in proposals, etc.
• In coordination with Knowledge Management focal point, create graphs and charts regarding donor trends;
• Based on HQ guidance, creation of Regional Guidance on Global Partnership for Education (GPE) partnership for COs to leverage
• 2 donor mapping exercises completed to share with Knowledge Management focal point for display on internal UNICEF EAPRO portal
• Creation of fundraising action plan with specific donors, deadlines and proposal guidance included
• Completion of donor stakeholder engagement plan
• Inputs to donor reports and proposals provided
• Stakeholder engagement plan completed, including existing and new donors, as well as other partnerships
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
