The Opportunity: 6 months, with possibility of extension

Post location: Gaza Field Office – Deir al Balah – Subject to change depending on SC priorities

Contract Duration and Level of Effort: Until 31 Dec 2024

ROLE PURPOSE: Education Officer

The Education Officer is responsible for field-level implementation of SCI’s current informal education activities, under the supervision of the Education Coordinator and with support from the Education Programme Manager and Child Protection Programme Manager. The Education Officer will support Community Engagement Workers and implementing partners, as required, to ensure that programme implementation is timely and of high technical quality, monitoring processes are in place, timely reporting occurs, the programme is continually assessed, and solutions are quickly put in place should there be a change of context. The Education Officer is expected to dedicate 75% of their work time to the field.

Considering the current context in Gaza, the role holder may sometimes be expected to work outside the normal role profile and be able to vary working hours accordingly

SCOPE OF ROLE:

Reports to: Education Coordinator

Staff reporting to this post: Community Engagement Workers.

Role Dimensions: oPt CO is a high complexity country, multi-member interest, with an annual budget of around $40+m, and 100+ staff. Currently the program is experiencing a growth in funding and complexity due to the war in Gaza.

KEY AREAS OF ACCOUNTABILITY:

Programme implementation/management.

  • Ensure timely and quality field-level implementation of the -informal education components by providing technical assistance and inputs as needed.
  • Support community outreach, the delivery of awareness sessions to families, and set up community mechanisms to ensure their support;
  • Work closely with the Education Coordinator to ensure proper budget expenditure and monitoring.
  • Willing to be trained and participate in Training of Trainers programmes as per programme needs, and to facilitate training sessions for field-level stakeholders including Community Engagement Workers, parents/caregivers, community members, and educators as needed;
  • Facilitate, collect, and report information regarding the overall situation of IDPs and other vulnerable children and their families in the community, with specific attention paid to the programme targeted children and programme objectives;
  • Work directly in the field with children, Community Engagement Workers, educators, facilitators, communities, parents/caregivers, partner staff, and other stakeholders in the programme locations;
  • Provide information and advice to beneficiaries on existing education activities and other social services, and refer them to partners when relevant;
  • Communicate effectively with Save the Children and partner colleagues from different sectors;
  • Provide ideas and suggestions based on the day-to-day interaction with communities and other stakeholders; and
  • Ensure strict adherence to the principles of Child Protection at all times, including respect for confidentiality, a child-centred approach and acting in the best interests of the child.

Programme design/development

  • Produce timely reports for internal use on the ongoing activities of the project, highlighting challenges, best practices, and lessons learned;
  • Ensure that data is accurately collected from the field, including through partners where relevant, and reported according to the provided guidelines; and
  • Regularly visit program sites to ensure that parents/caregivers, children and the community at large are appropriately supported, and qualitative and quantitative programme objectives are achieved.

Team management and capacity building

  • Provide coaching and support to Community Engagement Workers and educators;
  • Support the recruitment process of Save the Children and partner education staff, educators, and volunteers (e.g. shortlisting and interviewing candidates, and drafting / revising interview questions);
  • Contribute to the team capacity building plans and relevant training in collaboration with the Education Coordinator and the wider education and child protection teams, while participating in coaching and mentoring Community Engagement Workers and partners’ programme staff and volunteers; and
  • Be involved in capacity strengthening plans for partners in coordination with the Education Coordinator and the Partnerships Coordinator.

Partnerships management

  • Facilitate inductions and training sessions for partners;
  • Communication on a daily basis with partners to maintain quality education programming;
  • Support the programme team of partner organizations in implementing operational work plans and setting clear targets and activity plans per programme sites;
  • Control and support implementation of compliance requirements in collaboration with the Education Coordinator; and
  • Oversee and work with partners’ staff to review monthly internal progress reports.

External relationships/Representation

  • Represent SCI in external meetings and public events as requested;
  • Participate in regular partner monitoring visits to engage and support them in their daily activities implementation, and ensuring adherence to SCI and donor regulations.

General

  • Ensure that SCI activities are implemented in accordance with SCI policies, SCI Education strategy, and MOEHE’s guidelines and frameworks;
  • Comply with Save the Children’s policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

  • Bachelor’s degree, preferably in Education, Development / Humanitarian Studies, Social Science, or other related fields.
  • Excellent computer skills (Microsoft Office); and
  • At least three years of experience in education, preferably in an (I) NGO environment or educational setting. Prior teaching experience is an asset.

Essential:

  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
  • An understanding of formal and -informal education and Education in Emergencies.
  • Ability to analyze information, evaluate options and to plan strategically.
  • Proven track record in managing teams and timely and quality delivery of educational programmes.
  • Demonstrated ability to analyze qualitative and quantitative data.
  • Strong interpersonal, communication and presentation skills; and
  • Fluency in written and spoken Arabic and English.

Desirable:

  • Ability and willingness to change work practices and hours, and work in an insecure volatile context.
  • Experience working with partners; and
