Under the supervision of the Regional Education Advisor the incumbent will handle the day-to-day operations of the establishing the Secretariat. The Specialist will supervise Consultants as needed and is anticipated to work closely with the EDF Steering Committee, EDF broader membership, and key partners in the education sector across WoS to 1) facilitate coordination and communication between humanitarian actors and stabilization partners across WoS; 2) improve knowledge sharing and evidence generation to enhance education data in Syria and support the production of a nuanced status of education that supports decision making beyond the humanitarian response; and 3) support the development of Partnership Compact in Syria.

Responsibilities:

The main tasks of the Education Specialist include:

Ensure coordination with the Whole of Syria (WoS) and the new Education Cannot Wait – Multi Year Response Plan (ECW MYRP):

  • Ensure the coordination with the WoS Education Cluster to leverage the Cluster’s work and foster engagement with development actors, promoting humanitarian- development nexus and cross-sectoral collaboration and coherence.
  • Provide technical assistance as needed for the ECW on the MYRP that includes all three geographic regions of Syria

The development of the Partnership Compact:

  • Support the development of the Partnership Compact in consultation with the GPE Secretariat, the EDF Steering Committee, broader EDF members, WoS Education Cluster leads and other relevant stakeholders to identify how different stakeholders align interests, resources, and capabilities to effectively address education needs in Syria.
  • Participate in the discussion of work plans and detailed budgets for the programme.
  • Participate in the monitoring and evaluation of the performance of the programme and the development of strategies required in a transparent manner through the involvement of all relevant authorities.
  • Coordinate and monitor all aspects of the plans and the various components of the Partnership Compact.
  • Identify and supervise any additional technical expertise required.

The development of learning and help fill critical gaps through studies and/or assessments identified by the EDF – Knowledge management and reporting:

  • Facilitate the updating of knowledge sharing platforms (webinars, group and one-on-one conference calls, and webpages of the GPE SCO)
  • Reporting and newsletters: The Head of the EDF Secretariat will prepare an annual report and distribute a monthly newsletter highlighting publishable education news.
  • Participate in the preparation of yearly performance reports.

Data & information sharing:

  • Monitor the update of a website that provides partners with access to the latest and regularly updated education statistics (with user-friendly visualizations) and that facilitates evidence-based knowledge exchange and programming support.
  • Clearly communicate the Secretariat data protection policies and practices to EDF member organizations
  • Provide detailed information on the technical measures in place to secure data to EDF members and GPE.
  • Provide support to the development of a communication strategy that ensures transparent and timely information-sharing among EDF Steering Committee members and stakeholders.

Conduct ad hoc studies as identified by the EDF Steering Committee:

  • The Education Specialist Team Leader will coordinate the oversight of the engagement in primary data collection/studies in case it is not available (qualified consultants can be identified to compile study products from various partners across the WoS, develop strategic analysis and policy briefs, leveraging UNICEF’s and UNESCO’s expertise in this area)
  • 6- Coordination of stakeholder meetings and workshops
  • Oversee and organize face to face meetings with the broader EDF membership at identified locations, including agenda development, leading on administrative and logistical arrangements, sending invitations in a timely manner to participants, providing facilitation support during the meetings, ensuring the compilation and sharing of post-meeting reports with participants, and maintaining and updating the EDF mailing list.
  • The Team Leader will maintain regular engagement through agreed upon meetings (quarterly, monthly, etc.) with the EDF Steering Committee through consultations, progress reviews, and feedback sessions to ensure that technical assistance remains aligned with evolving needs, including for the EDF working groups.

Minimum requirements:

Education:

  • Advanced university degree in one or more of the disciplines relevant to the following areas: Education, Primary Education, or Social Sciences fields relevant to international development and education emergency assistance.

Work Experience:

  • Five years of progressively professional work experience at national and international levels in fields relevant to Education programmes.
  • Experience in identifying and monitoring gender inequalities, exclusion of children with disabilities, as well as develop and implement gender mainstreaming and inclusivity in programmes.
  • Relevant professional work experience, at mid-level, including experience in humanitarian action.

Language Requirements:

  • Fluency in English is essential. Working knowledge of Arabic is an asset.
