Electrical Engineering Technical Authority

BASIC PURPOSE OF THE ROLE

Technical assurance of the electrical engineering specific components of an overall engineering design, where that assurance function would extend beyond confirmation of whether or not a design meets relevant standards and/or design philosophies.

Thus, the Technical Authority role is expected to make pragmatic decisions on the viability of an engineering design for safety and function using sound judgement based on experience and his/her deep technical skills.

KEY RESPONSIBILITIES

• Responsible for design philosophies, standards, and guidelines for electrical equipment / systems and the associated safe, reliable integration and operability across the Atrush Field assets.
• Perform and analyse system studies on power generation and distribution systems .
• Issue detail specifications and data sheets for primary electrical equipment for procurement and system integration.
• Prepare electrical engineering documents to include cable, earthing , lighting and equipment layouts as well as selection, sizing and specification of electrical equipment
• Review and update as required and be responsible for design and purchase requisitions for electrical equipment and associated peripheries. Emphasis on adopting existing standards and specifications in current industry use for oil and gas production.
• Ensure the design and procurement of the electrical systems enables project execution and first oil schedule targets are met.
• Provide engineering input to obtain necessary Statutory, Government and Partner Consents and Approvals.
• Participate and author incident report on plant wide issues.
• Review and approve key deliverables issued by the EPC contractors on plant design.
• Carry out design audits on in house deliverables and contractors submissions.
• Participate in Design Review, Peer Reviews, Model Reviews and other technical reviews as required by the BU Engineering Project Delivery Procedure.
• Active input to Permit To Work System and appointment of SAEP (Senior Authorised Persons) for Isolation and switching programmes on LV and MV distribution systems when requested by Operations technical personnel.
• Interface with existing operations team to ensure experience and lessons learned are appropriately incorporated into electrical system design.
• Promote ‘Good Practice’ and safety in all aspects of design.
• Recommend and organize additional training to electrical personal to update their experience on changing industry practices and product development.
• Ensure that the engineering, installation & commissioning scope is carried out in a safe manner and in compliance with Scope of Work, approved Engineering Standards and Project Specifications.
• Ensure that EPC contractors design obligations are met in compliance with Project Standards and Specifications.
• Ensure that Electrical Safety and Operability is observed on design and plant operations
• Provide total support to project and operations on all electrical matter.

QUALIFICATIONS/TRAINING(S) REQUIRED
ESSENTIAL

• Bachelor’s level degree in Electrical Engineering from an internationally accredited university-level engineering programme.

EXPERIENCE/KNOWLEDGE REQUIRED
ESSENTIAL

• Minimum of 15 years experience in the Upstream Oil & Gas Industry or similar heavy industry 5+ years in a Lead Design Engineer role involving electrical systems with up to 11kV 5+ years in a technical role within an operating process plant (e.g. Operations Support Engineer or similar).

PREFERRED

• Microsoft Office proficiency Electrical network simulation software – model setup and results interpretation Coaching / mentoring of engineers to ensure progression in accordance with the relevant discipline succession plan.
• ADDITIONAL SKILLS/REQUIREMENTS

Experience with developing project cost estimates

• Depth of experience with implementation of electrical designs in the field environment – e.g. strong interpersonal skills for interfacing with field technicians to develop pragmatic solutions during project execution
• Depth of experience with troubleshooting operations faults and working with field personnel to develop and implement pragmatic solutions reflective of the expectations of a Technical Authority (see “Basic Purpose…”)
