We are seeking to employ a candidate for the following position:

Context

In 2023 the Swiss section of Medical-Humanitarian Aid organization Médecins Sans Frontières (MSF OCG) took a step-up in the management of health information by building a light, modular, scalable Electronic Medical Record system for the benefit of patients and healthcare workers. After a feasibility study performed in 2023, it was decided to proceed in 2024 to a first deployment in Iraq, that will prepare further rollouts in other missions.

The position of ‘EMR Implementation Manager’ will oversee the project-level component of the implementation in full collaboration with the coordination and the clinical teams. It provides an essential liaison with the project team members, located in the Geneva Headquarters and abroad.

The following elements are the essential components of this role..

 

Implementation management

  • Be the local owner of the implementation and coordinate the testing, training and Go-Live phases with the support of the LIME Project Team. Organize the related plans and staff trainings accordingly.
  • Supervise the change management aspect of the project during Go-Live by providing the necessary support and training to the clinical staff.

Staff support and EMR Management

  • Ensure that (new) staff are knowledgeable in EMR but also in general computer use (organise onboarding session for new staff, elbow to elbow support and training for the staff when necessary). When relevant collaborate with ICT supervisor.
  • Work closely with LIME Project Team to stay abreast with all planned updates and changes to the Electronical Medical Record.
  • Provide application support which includes, application configuration, deployment and testing post-deployment, providing reports or exports, issue analysis and issue fixing, process change analysis and implementation, and training and end-user documentation / manuals. Find, analyse, and resolve end-user problems and / or errors.
  • Identify and perform basic related hardware & software support and administrative tasks.
  • Ensure proper system and end-user testing of all new upgrades and / or releases along with proper documentation of any defects, feedback from end-users, or needed technical support.
  • Coordinate and communicate with the logistics and ICT team to ensure the full hardware and software support of the tool.
  • Be responsible for the EMR system administration. Oversees the creation and management of the necessary account & access, review the content of the EMR and review the coherence of its configuration.
  • Ensure the good quality of medical data documented by clinic staff and promote good data protection culture. Maintain strict patient confidentiality at all times.
  • Be the bridge between the project and LIME Project Team to escalate or communicate any change requested.
  • Work directly under the Medical Activity Manager (CLT) who will assure direct communication with project medical referent (PMR). Work under the LIME Project Team for technical reference & support (functional manager).
  • Remain flexible for any delegated tasks.

Qualifications & Preferred Skills

Specific requirements for the role:

 

Education

–         University degree in information technology/ health informatics, medical or paramedical, business administration or any other related field.

Experience

 

–          Experience as business analyst, epidemiologist, patient data support or information systems analyst in related projects in an asset.

–         Experience in MSF, other NGO or business operating in similar medical context, is an asset.

–         Experience in using or managing and Health information system or an EMR is an asset.

–         Strong organizational skills and ability to work in culturally diverse environments.

–         Flexible, results-oriented and rigorous, with proven stakeholder management and communication skills.

Languages

–         Fluent in Arabic & English

Skills

–         Knowledgeable in database/statistical software such as Excel and SQL.

Personal requirements

–         Ability to teach and listen.

Terms of Employment

–          Field-based position (West Mosul – Nablus Hospital)

–         Full-time contract (6 months, 100%),

–         Starting date: July 2024

–         Salary according to MSF-OCG Field salary scale tendersglobal.net Level 11
