Organizational Setting
The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist Members to prepare for, and respond to, emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee, as well as with humanitarian resource partners, co-leadership with the World Food Programme (WFP) of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises.
Since 2020, OER has established the Data in Emergencies (DIEM) information system. Driven by regularly collected primary data in fragile and shock prone environments, DIEM consists of four pillars:
DIEM-Monitoring is a monitoring system of agricultural livelihoods and food security in the context of multiple shocks in over 25 food crisis countries. DIEM-Monitoring relies on periodic household and key informant data collection, through phone and in-person surveys and analysis.
DIEM-Impact conducts ex-post assessments to understand the impacts of large-scale hazards on agricultural livelihoods and value chains, using phased methodological approaches, such as remote-sensing, damage-loss analyses, Post-Disaster Needs Assessments (PDNA) and other food security – livelihood surveys.
DIEM-Risk consists of risk profiles derived from geographic baselines of past events and their impacts on agricultural livelihoods.
DIEM-Research ensures that the vast volumes of data and analysis undertaken through the DIEM programme are harnessed to answer some critical questions relevant to better programming in support of agricultural livelihoods in fragile and risk prone contexts.
The various outputs of these four streams are processed, visualized and disseminated through the Data in Emergencies hub (https://data-in-emergencies.fao.org).
The position is located in the Data in Emergencies (DIEM) Team in the OER at FAO headquarters in Rome, Italy.
Reporting Lines
The Emergency and Rehabilitation Officer reports to the Senior Technical Officer/DIEM Team Leader.
Technical Focus
Support implementation of FAO’s resilience agenda at global, regional, subregional and/or country level.
Key Results
Research, technical analysis and project related services to support the delivery of programme, projects, products and services.
Key Functions
• Supports food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information.
• Produces various reports, proposals, programme/project documents, position papers, policy briefs and financial/donor reports.
• Participates in project and programme formulation and provides technical and/or administrative support to ongoing operational emergency and recovery projects.
• Maintains effective working relationships with key stakeholders throughout the project cycle to support implementation; facilitates monitoring and compliance, ensures timely submission of reports as required.
• Supports resource mobilization activities, including corporate appeals, donor macro grants, Central Emergency Revolving Fund/Special Fund for Emergency and Rehabilitation (CERF/SFERA) submissions, annual appeals and mid-year reviews; maintains information and prepares related reports.
• Maintains and updates information systems, databases and web pages.
• Performs other duties as required.
Specific Functions
• Supports the DIEM global programme with respect to the development and management of detailed budgets for the various components of the programme, including global contracts, regional and national funding allocations and working with different donor projects for budgetary clearances.
• Assists in the improvement of overall budgetary oversight of DIEM-related projects by: i) checking information on Entry On Duty and Not To Exceed dates, Lead Technical Officer and Strategic Framework linkages is up to date in the Field Programme Management Information System (FPMIS) and other FAO information systems; ii) ensuring that budget holder’s delivery estimates are provided in a timely manner; iii) carrying out plausibility verifications of the data provided; iv) developing and monitoring Field Budget Authorizations (FBA), v) providing monthly updates aggregating actual expenditure, hard and soft commitments, and forecast at global and country level; and vi) providing the budget holder with frequent budget situation analyses and alerts as necessary.
• Monitors and provides information for resource mobilization activities in relation to DIEM, including co-funding at country level.
• Trains DIEM regional advisors on the use of budget monitoring tools.
• Supports procurement processes including Purchase Orders, tenders and Long-Term Agreements with services providers for the DIEM programme (e.g. Computer-Assisted Telephone Interviews, software licenses, geospatial services).
• Assists in establishing Letters of Agreement, Memoranda of Understanding and data sharing agreements with partners (e.g. governmental bodies, universities, United Nations (UN) agencies, non-governmental organizations (NGOs)).
• Supports DIEM regional and country colleagues in the development of country roadmaps and related budgets and follow up on the implementation of plans on a regular basis.
• Works with the DIEM Team Leader, the DIEM Deputy Team leader and General Service staff to ensure efficient human resource management of the DIEM programme.
• Maintains and updates information systems as applicable.
• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in business administration or public administration, political science, social science or a related field.
• Three years of relevant experience in project or programme management administration or related areas.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

• Understanding of FAO policies and programmes is considered a strong asset.
