JOB PURPOSE

The Emergency Coordinator is tasked with aligning emergency response activities with the objectives outlined in the WFP Mozambique Country Strategic Plan. This involves integrating humanitarian, development, and peace (HDP) nexus approaches to address the root causes of food insecurity and promote sustainable solutions.
As Mozambique navigates through various challenges, including natural disasters and conflict, the Emergency Coordinator plays a pivotal role in driving forward WFP’s strategic objectives and delivering on its commitments to support the most vulnerable populations.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Lead the delivery of CSP Strategic Outcome 1 (Crisis response)
  2. Advice CO management on the design and implementation of triple nexus approaches, ensuring a conflict sensitive lens.
  3. Represent WFP in inter-agency forums and contribute to the development of joint strategies and plans across the Humanitarian, Development and Peace Nexus.
  4. Oversee Programme cycle management for the activity 1, including Programme design, implementation, monitoring, evaluation, and resources management.
  5. Take a leading and collaborative role in coordinating the emergency response in direct support to Country Leadership.
  6. Lead cross-functional analysis, including context analysis to inform emergency preparedness and response.
  7. Facilitate cross-functional coordination at the appropriate level and convene the counterparts from various technical/functional areas to ensure that emergency preparedness and response is delivered in a coherent, integrated, and efficient manner.
  8. Lead preparation of emergency assessment capacities, contingency planning, scenario building and Concept of Operations to ensure adequate operational readiness and where feasible, a transition plan for more sustainable emergency responses.
  9. Ensure that WFP’s activities linked to the emergency response are coordinated with the affected communities, authorities, and partners.
  10. Assess and analyze the risks associated with operating in complex conflict environments and put in place processes and risk mitigation measures for effective mitigation.
  11. Monitor and evaluate the impact of emergency response activities on conflict dynamics, protection outcomes, and gender equality, and incorporate lessons learned into future programming

KNOWLEDGE AND SKILLS:

  • Sound experience in project management in a related field.
  •  Experience in project implementation and coordination among several teams.
  • Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
  •  Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
  • Leadership skills and excellent inter personal skill. Ability to lead and motivate.
  • In-depth understanding of WFP program, objectives and strategic priorities.
  • Willingness to travel extensively to the field, at least 20% of working time.
  • Solid organizational skills including attention to detail and multitasking skills.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in social sciences, public administration, international law, public health, international relations/development/affairs, logistics, supply chain management, business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or advanced training/courses.

Experience: 6 years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.
