Objectives
To fulfill its mission of assistance to victims of conflicts, epidemics, or natural disasters, MSF-WaCA has set up an emergency unit, based in Abidjan, supporting the different programs.
Considering its strategic and operational ambitions, as well as its portfolio, MSF WaCA is setting up two separate teams dedicated to needs assessment, opening and running of emergency projects/missions.
The selected candidate is expected to work in all contexts set by the Emergency Unit and have the flexibility to work in different positions – coordination or project level – depending on his/her profile (Finance and HR).
It can be as well requested to support as well regular projects or mission if needed (gap-filling) according to the needs.
Duty Station
All countries where WaCA operates or wants to operate.
On call, the Emergency Fin-HR Coordinator is available within 48 hours for short-terms interventions. He/she is part of a core team of medical, operational, and support staff responsible for responding to:
- Epidemic outbreaks
- Nutritional crises
- Displaced populations and/or refugees’ camps
- Conflict contexts
- Natural disasters
- Exploratory missions
- Short gaps filling in the field or support on regular missions.
- Assistance to Finance and/or HR department on specific dossiers at HQ
Accountabilities
- Participate to exploratory missions, initial strategies and implementation
- Is an active member of the Mission Coordination Team, contributing to the mission’s objectives definitions and missions strategic plans.
- In close collaboration with Field Managers, define and implement the organizational structure set up of the mission and its projects,
- Participate to HR operational plans and financial means
- Support the Mission Coordination Team and Field Managers in the recruitment processes, ensuring a coherent management of administrative and legal procedures all across the mission
- Provide support and guidance to line management in handling staff conflicts
- Coordinates the implementation of Homere including the preparation of the payroll
- Is responsible to ensure proper implementation and respect of MSF policies and guidelines, design or adapt relevant local policies, procedures and tools for optimized management of the mission financial resources
- Prepare financial reports
- Do budget follow-up and analyze the need for amendments, verify financial reports
- Is responsible to train & coach all finance staff in the mission
- Is responsible to check that the administrative procedures related to taxes and payment of social security obligations are followed, and comply with established legal procedures in the country.
Job requirements
Education
- University degree, preferably in economics, finance, or HR management
Competencies
- An excellent technical working knowledge of Saga andHomere. Desirable knowledge of Wefin
- Excellent knowledge of MSF’s procedures related to Administration, HR and Finance; including opening, running and closing phases of project(s) and mission(s).
- Ability to open up a mission; implement administrative, financial and human resources management procedures according to WaCA standards, including reporting
- Ability to support the opening of projects and provide tools and guidance to Fin-HR Manager
- Proven skills in negotiation, diplomacy, and decision-making skills
- Proven capacity of organization
- Capacity to work in a volatile, insecure context and deal with stress

Professional experience required
- 4 years of field experience with an international NGO (preferably MSF)
- 1 year in a Fin-HR Coordinator position
- At least one mission in an emergency context
- General knowledge of MSF’s management in emergency is a valuable asset
Languages Skills
- Working proficiency in English and French
- Local languages in the region is an advantage
Computer Skills
- MS Office suite (mainly MS Word, Excel and PowerPoint)
