Under the supervision of and in regular consultation with the Emergency Specialist, the Roving Emergency Officer will provide support in the implementation of the country office DRR, emergency preparedness, and response programming. The position will be responsible for strengthening the field implementation of DRR, preparedness and response activities at the field level, and related technical contributions to the development, planning, implementation, monitoring, and evaluation of the emergency interventions for the survival and well-being of children and mothers and affected communities in an emergency context.

Summary of key functions/accountabilities:

1. Emergency Preparedness:

  • Support in the risk analysis to identify emergency-prone conditions/situations and contribute to early warning and timely emergency preparedness.
  • Assist in the formulation of plans of action in preparation and response to emergencies. Use EPP for developing a preparedness plan. Gather information on best practices in emergency situations and monitor compliance of all sectors with emergency plans of action.
  • Support and coordinate with the Emergency Focal Persons to ensure the effective flow of information and communication crucial for the planning and implementation of emergency measures.
  • Assist in organizing and conducting staff training for the office and partner capacity building in emergency preparedness, DRR, Core Commitments for Children (CCCs), and response.  Provides briefing, as required. Participates in other emergency training workshops in the region and contributes to the enhancement of the emergency preparedness and response capability of the office and partner staff.
  • Strengthen effective collaboration between Emergency Focal Persons of Sections and Field Offices.

2. Emergency Response:

  • In the event of an emergency, promptly support in implementing the initial programmatic tasks relating to emergency response at the field level. Immediately collect reliable information to verify the nature and extent of the emergency with staff, government officials, other UN agencies or local organizations, and media.
  • Assists supervisor with an assessment of local emergency and visits the field locations to conduct an initial rough assessment of the magnitude of the disaster and its implications for children, mothers, and the community. Assists with the assessment of the validity of the emergency preparedness plan and capacity of the office vis-à-vis the current emergency as well as immediate and additional needs. Provides input into and contributes towards determining priorities and an appropriate intervention by UNICEF. Coordinates with other partners to make a rapid assessment covering priority areas as defined by the Core Commitments for Children in Emergencies.  Establishes contact with community groups, government, UN agencies, media, and other partners to keep the country office updated on the emergency situation.
  • Participate in implementing the emergency preparedness and response plan.  Assists in identifying urgent staffing requirements and advises on redeployment of country office staff. Follows up with the timely delivery of assistance and procurement of supplies, and monitors the appropriate and effective use of UNICEF resources. Identifies problems and constraints in project delivery.  Supports CFOs in preparation of the daily situation reports for circulation to concerned parties.

3. Emergency Project:

  • Participates in the implementation of plans of action and work plans for emergency projects and undertakes field visits to emergency project areas, to assess local conditions and monitor project progress. Carries out project administration and coordinates with programme section staff and others to mobilize donor response and recovery/rehabilitation-related funding, including humanitarian appeals and documents (e.g., pitch documents).
  • Collects and analyses human interest stories and lessons learned from UNICEF’s emergency operations experience and contributes towards the adoption of the best practices and standards for longer-term emergency interventions. Assists in identifying longer-term requirements of the emergency intervention/operations.
  • Works with other colleagues to make sure that disaster prevention, mitigation, preparedness, and response strategies are mainstreamed in the country office’s work plans. Assists in the preparation of sectoral input for the country programme documents, plan of action, annual work plans, and other related documents of the office’s Emergency Preparedness and Response. Provides technical input in the preparation of the Situation Analysis and the Country Programme document, as required.
  • As a focal point for disaster preparedness, attend inter-sectoral coordination meetings/ orientations/training/ Simulation exercises/emergency response planning and support in developing tools and strategies with other UN agencies and GoB counterparts on issues relevant to DRR and emergency.

To qualify as an advocate for every child you will have…

  • University degree in one of the following fields: Social Sciences, Geography, Disaster Management, Anthropology, International Relations, Public Health or other related disciplines
  • Two years of relevant professional work experience at the national and/or international levels in programme/project development, planning, implementation, monitoring, evaluation, or administration.
  • Field work experience (for NO). Training/experience in emergency response management is highly desirable.
  • UN experience in emergency preparedness response and coordination is an asset.
  • Humanitarian Action for Children experiences is highly desirable
  • Experience in data analysis is an asset.
  • Experience in the elaboration of Situation Reports is an asset.
  • Fluency in English is required
