Context

In Malawi, the mission has a wide range of programmes, including but not limited to, supporting migra-tion and development, migration and health, safe migration, combating Trafficking in Persons (TiP) and human smuggling, immigration and border management, Assisted Voluntary Return and Reintegration (AVRR), refugee resettlement, emergency assistance and capacity-building on all relevant migration issues. The IOM country office is located in the capital Lilongwe. IOM works within the UN Sustainable Development Cooperation Framework (UNSDCF) whose strategic areas derive from the National De-velopment Plan (NDP) dubbed the Malawi Growth and Development Strategy Ill, a national framework for implementing the Sustainable Development Goals (SDGs).
This Position will be based in Blantyre at IOM’s field office. The office is heading the emergency response and recovery efforts of IOM, in close cooperation with cluster partners and sector working groups.

Task description

Under the direct supervision of the Head of the Emergency Response and Recovery Unit and in close cooperation with the Governance Unit, as well as project staff, namely the Shelter, Camp Coordination and Camp Management (CCCM) and Water, Sanitation and Hygiene (WASH) Officers, the UNV will be responsible for providing support to IOM Malawi in anchoring its recovery efforts into strategic policy and planning as well as budgeting support to district local governments in Southern Malawi, namely Nsanje, Chikwawa, Mulanje, Chiradzulu and Zomba. This will enhance the long-lasting nature of IOM’s emergency response and recovery efforts and building true long-lasting resilience of Internally Displaced People (IDPs) in camps following Tropical Cyclone Freddy as well as people recently relocated to new homes, restarting their life.
The UNV’s tasks is anchored but not limited to the IOM’s SDG-Accelerator Fund project supporting Internally Displaced People (IDPs) in IDP Camps and in relocation sites with strategic policy planning and budgeting advocacy support for local govenrments. Provided the holistic nature of IOM’s activities in the lifesaving, resilience building and relocation efforts in southern Malawi, the UNV will be part of the interdisciplinary team, steering the government liaison efforts and enhancing government capacity and ownership of the project’s activities.
IOM is the co-chair of the Shelter, Non-Food Items (NFIs) and CCCM cluster with the Ministry of Lands and Malawi Red Cross. The UNV will further support the project manager in supporting cluster interventions and planning activities.
Furthermore, the UN Volunteer will undertake the following tasks:
– Support IOM’s emergency response and recovery efforts with government capacity building and strategic policy planning support
– Support districts in implementing national disaster management policies at district level
– Support District Relief and Recovery Officers and related district officers at Disaster Risk Management and Data collection and analysis
– In cooperation with the projects’ team, map and analyze main stakeholders and devel-op potential partnerships and collaborations to support key relocation and livelihood activities at district level
– Identify main district policy implementation capacity needs best district ownership and support to relocated communities as well as IDPs staying in camps.
– Advocate for the inclusion into district plans of migration issues, including forced dis-placement due to climate change-induced disasters (e.g. district development plans, district economic portfolios, continuity plans, district annual budgets)
– Create inter and intra-district exchange for the government’s relocation and recovery efforts, working with the District Relief and Recovery Officers, Land Officers as well as community structures such as Village Civil Protection Committees (VCPCs) and village development committees in cooperation with traditional authorities, local leaders and district officials
– Identify new, innovative financial opportunities for districts, exploring public-private partnerships, including diaspora engagement
– Support and mainstream the government leadership and coordination capacity on district level in the humanitarian cluster system in Malawi, especially in the Shelter / NFI/ CCCM cluster, linking recovery and preparedness efforts
– Support the collection, preparation and dissemination of case stories, best practices and success stories to promote visibilities of IOM’s activities
