Mission and objectives

UNDSS provides security expertise to all United Nations Security Management System entities, to enable the planning and safe conduct of mandates, missions, activities and programmes of the United Nations system, while ensuring the safety and security of personnel and the security of United Nations premises and assets.

Context

Enabling all UN operations
The United Nations Department of Safety and Security (UNDSS) plays a pivotal role on a global scale, providing leadership, operational support, and oversight of the UN Security Management System (UNSMS) worldwide. UNDSS’ security expertise is extended to all UNSMS entities, operating in every corner where the UN is present. This enables the safe and effective delivery of humanitarian aid, planning and conduct of mandates, peace and security missions, activities and programmes of the UN system, while ensuring the safety and security of personnel and the security of UN premises and assets, even in the most complex and challenging environments.
UNDSS operates in a dynamic threat environment, continuously analysing and assessing to strengthen security advice for humanitarian operations dealing with extreme life circumstances, emergency response in situations involving issues like irregular migration and climate change. The delivery of analytical insight on local, regional and global security dynamics is not a solitary effort, but a collaborative one.
The role of UNDSS is critical to creating an enabling environment for all UN agencies and service providers to access and assist those most in need, especially under-represented persons such as girls and women, other victims of GBV including migrants and LGBTQI+, rural communities, Afro-descendants and Indigenous peoples, etc.
DSS works hand in hand with other entities at the global, regional, national and local levels, fostering close collaboration with UN funds and programme and their implementing partners. This is notably through the Saving Lives Together (SLT) framework, which promotes information sharing and best practice on security-related and threat analysis between the UN and international non-governmental organizations.
The Global Security Operations Center (GSOC) functions as the 24/7 UNDSS communications and crisis operations global hub, whose role is to enhance situational awareness, ensure collection, collation, and dissemination of information on crises as well as coordinate and monitor follow-up action in response to crises. Priorities of the GSOC include utilizing available resources to ensure a gender perspective is integrated in its operational activities, deliverables, and results as appropriate. Efforts are made to strengthen gender analysis and disaggregated data on women and girls. The data approach and the data collection across Agencies will allow a common UN situational awareness capacity across the world 24/7 to serve the delivery of UN priorities.
GSOC sits at the heart of activities geared to strengthen humanitarian support, and UN Volunteers (UNVs) will have a unique opportunity to support programme criticality in action for life-saving operations.
