HEKS/EPER pursues the vision of a just world where the dignity of everyone is respected, peace reigns and the natural environment is conserved. In the framework of the 2030 Agenda, we work in the four thematic priority areas of « Climate justice », « Right to land and food », « Flight and migration », and « Inclusion ». HEKS/EPER also provides humanitarian aid for people affected by natural disasters and armed conflicts. The goal is to induce change at the social, economic and political levels. HEKS/EPER helps improve the living conditions of people in Switzerland and around the world, claims their rights, and to this end, mobilizes and raises awareness on the part of society, policy-makers, business and churches.
Under the direction of the Country Director, the Senior Emergency Response Coordinator updates the national emergency preparedness and response strategy on a regular basis. He/she is in charge of developing, planning, implementing, monitoring, and evaluating emergency interventions, as well as raising funds for emergency activities and leading staff capacity building, in order to save lives and alleviate the suffering of the most vulnerable people and communities affected by the crisis.
Therefore, we are looking from 1st or 15th of July 2024 for a proactive and experienced expatriate:
Emergency Response Field Coordinator (expatriate), 100%
Your main responsibilities:
Line Management
- Supervises the emergency team (with the technical and administrative support of the CO)
- Lead the team, capacitate its members, and define the internal team structure
- Lead contextual and humanitarian needs– Multi Sectorial Assessments (MSA)
Fundraising and proposal development
- Leads the development of contextually appropriate and feasible proposals and budgets for the emergency portfolio development, as well as expanding the portfolio. Closely coordinates donor engagement with the Country Director
- Conducts a donor mapping and builds up relationships with key donors
Partner management
- Builds the humanitarian capacity of partners including the assessment of new partners and partner portfolio
- Coordinates the proposal development with partners and HEKS/EPER emergency team
- Oversees and monitors the project implementation by the partners
Corporate Policies, Management Systems and Procedures
- Contributes towards promoting and adhering to HEKS/EPER Charter, Code of Conduct and Operating Principles
- Responsible for all Gaza-related internal and external programmatic reporting, including donor reports
Finance/Budget/Logistics
- Ensure regular and accurate analysis of spending, leading budget revisions in cooperation with the Finance Officer and ensure spending against budgets (BvA)
- Cooperate with the Logistics Officer Humanitarian Aid for procurements
- Continued analysis on ensuring logistics into Gaza from Israel, Jordan, and Egypt
- Ensure at all-time optimal use of financial, human, and logistics resources
- In collaboration with the Admin and Finance Officer and Country Director, review monthly budget vs. actual reports in order to orient future budgetary expenditures and allocations
- Respects transparent management procedures as defined in the HEKS/EPER Staff Regulations and Field Financial and Accounting Guidelines (FFAG)
Monitoring, Evaluation and Compliance
- In collaboration with the Emergency Response M&E Officer maintain an effective monitoring and planning system
- Ensure HEKS/EPER and international quality standards for humanitarian action are fulfilled throughout the project management cycle
Human resources management
- She/he is a key member of and focal point for the Country Emergency Team recruitment
- Leads the Emergency Response Team, encouraging effective teamwork and providing supervision and guidance, especially on issues related tocross sectoral collaboration and harmonizing approaches
- In collaboration with the Country Director plan staff resource planning: job descriptions, recruitment, induction and training for staff asappropriate
- Ensures regular performance appraisals for direct coordinates and encourages the personal development plans and the identification of training needs
- Coach the team under direct responsibility to ensure efficient and effective planning, implementation and monitoring of all activities and their understanding of expected programme outcomes
- Developing emergency response competencies throughout the mission; in particular coach and providing technical expertise and guidance to staff under direct responsibility, project management and coordination with external stakeholders among other sectors
Representation
- Make sure HEKS/EPER is represented in relevant clusters and Working group meetings
- Ensures overall HEKS/EPER coordination with the UN agencies and government and operational representation where relevant, including the sharing of information and reporting
- In coordination with the Country Director, guarantees that all formalities required by the government are prepared properly, kept up to date, and presented punctually
- Acts as the local HEKS/EPER focal point for monitoring visits and local queries by donors
Reporting
- Produces a monthly situation report to the Country Director and Desk Officer
- Using field perspective, integrates context assessment into reporting and communications; identifies geopolitical trends and indicators which may impact programme activities inoPt
- Coordinates, prepares and elaborates donor reports for submission to the Country Director
Corporate Policies, Management Systems and Procedures
- Contributes towards promoting and adhering to HEKS/EPER Charter, Code of Conduct and Operating Principles
- Responsible for all Gaza-related internal and external programmatic reporting, including donor reports
- Ensure compliance in all aspects
- Promote the compliance framework developed by the CO
To be successful you bring:
- At least 7 years of experience in humanitarian project management
- Previous experience in war context
- Strong experience in networking and developing local partnerships
- A proven record of proposal development and reporting, with an emphasis on institutional donors
- Experience in Shelter programming is an added value
- Experience in MPCA/MHPSS/Agriculture is appreciated
- Experienced in humanitarian coordination mechanisms
- A proven record of effective project and people management
- Good capacity in community mobilization and knowledge of participatory approaches
- Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts
- Excellent teamwork skills and the ability to build good relations both internally and externally
- Experience in emergency settings, conflict/post-conflict contexts and/or areas of high insecurity
- Flexible to travel from oPt (including Gaza), Israel or Egypt
- Excellent command of Microsoft Pack Office
- Excellent knowledge of the main donor mechanisms
- Excellent writing and verbal communication skills
- Knowledge of Arabic language is an asset
- Excellent organizational skills, interpersonal skills and team management
- Able to work under stress and in difficult contexts
- Able to interact with multiple partners, open-minded and skilled in multicutural communication
